RURAL WATER APPLICATIONS:
GOOCH -MACHIN:Charmayne Gooch and Lee Machin appeared before the Water
Committee and were given permission to connect the Gooch residence to
the Town water system.As these properties are above the blue line,they
must be served by supplemental pumping during low pressure periods.The
property owners have agreed to tap the Town’s four inch main with a two
inch service line that will remain the property and responsibility of
the property owners.The Town will have no responsibility as to water
pressure.
PROSPECT MOUNTAIN DEVELOPMENT COMPANY -submitted a request for Town water
service to the proposed development in Prospect Estates Subdivision and
Planned Unit Development.The Committee recommends approval provided
the water system design is approved by the Town’s consulting water engi
neers.
WATER AUGMENTATION SUIT:
The Committee recommends proceeding with appealing the court’s decision
on the Town’s augmentation suit.
PETERSON TAP TRANSFER REQUEST:
Mr.Ed Peterson submitted a request to transfer an existing water tap
to a new building located on the “Trout Haven”property on Highway 36
south of the landfill.The property is presently served by a well and
Section 13.24.060 of the Municipal Code prohibits town water service to
a parcel which is served by a well.Based on this code requirement,the
Committee recommends denial of this particular tap transfer.
CODE REQUIREMENT REGARDING TWO WATER SOURCES:
The Committee discussed Section 13.24.060 of the Municipal Code regarding
prohibiting town water service to a parcel also served by a well.Mem
bers expressed concern regarding sanitation if a building were served
by both a well and town water and a cross connection should occur.How
ever,in other communities,a well is allowed for irrigation purposes.
The Committee decided to study the matter further.
1982 TAP FEES AND WATER RATES:
The Committee reviewed the current costs of CBT water and water plant
fees and recommends keeping the tap fee and water rates at their present
rates for 1982.
RANGE VIEW WATER AGREEMENT:
The Committee reviewed and amended a draft agreement regarding water
service to R.V.Water &Roads Inc.and recommends the Town Attorney
prepare the final draft.
REQUEST BY ELLEY REGARDING WATERLINE EXTENSION ON COMANCHE STREET:
John Elley submitted a statement and requested the Town participate finan
cially in his waterline extension on Comanche Street.The Committee felt
the extension is not the responsibility of the Town and recommends the
Town not participate.

UNACCOUNTABLE WATER LOSSES AND FUTURE WATER NEEDS:
The Committee directed the staff to obtain information on firms qualified
to assess the Town’s needs regarding Windy Gap and to research the sources
of water losses.
REPORTS:
October 1981 water use showed a 15.84%decrease from September 1981 and
a 28.04%decrease from October 1980.
The Northern Colorado Water Conservancy District will be increasing its
CBT fees from $1.00 to $1.25 per acre foot unit.
There being no further business,the meeting adjourned.
