FUTURE WATER NEEDS STUDY:
The Committee reviewed eight proposals received for studying the Town’s
future water needs and will proceed with interviewing some of the firms.
PROSPECT ESTATES ADDITION PUMPING SYSTEM AGREEMENT:
Bill Van Horn,representing the developers of Prospect Estates Addition,
discussed the proposed agreement for the pumping system of Prospect
Estates Addition which is based on the pumping system agreement for
Fall River Estates.A fee of $45/year was assessed 50 lots in Fall
River Estates to cover the maintenance costs of the system and a fee
of $45/year is proposed for 60 lots in Prospect Estates Addition.Mr.
Van Horn contended that the pumping system in Prospect Estates Addition
will be more technologically advanced than the Fall River Estates system
and,therefore,the maintenance should be less.If less maintenance
is required then the fee should not be applied to a greater number
of lots.The Committee felt that it could not justify decreasing the
amount recommended by the Town’s consulting water engineer until after
the pumping system is installed and operating for awhile.The Committee
directed the staff to record all maintenance expenses for the Fall
River Estates and Prospect Estates Addition water systems starting
immediately and decided to review the expenses and assessment in a
year and to revise both contracts according to actual costs.
WATER LOSS RESEARCH:
Water use and sales reports indicate an excessive water loss.The
Committee directed the Water Superintendent to work with consulting
engineer Walt Coiwell and representatives of the plant metering company
in researching the problem.
REPORTS:
Town Attorney White reviewed Park School District’s proposed agreement
concerning the school’s waterline and recommended several changes.
The School District’s attorney is presently reviewing the suggested
changes.
December 1981 water use shows a 14.16%decrease from November 1981
and a 21.66%decrease from December 1980.
Estes Park’s assessment for Windy Gap in 1982 is $80,000.
Notification was received from Platte River Power Authority that it
intends to use all of its CBT water in 1982.
There being no further business,the meeting adjourned.
