HomeMy WebLinkAboutMINUTES Water Committee 1982-09-090 BRADFORD PUBIJSHING CO.,DENVER R E C 0 R D 0 F P R 0 C E E D I N G S /Water Committee September 9,1982 Committee:Chairman Wagner,Trustees Dannels and Hix Attending:Chairman Wagner and Trustee Dannels Also Attending:Mayor Tregent,Town Administrator Hill, Water Superintendent McCracken,Finance Officer Duncan Absent:Trustee Hix RURAL WATER APPLICATION: JENSEN —Mr.and Mrs.James Jensen requested water service for their property (Lot 9,Bellevue Heights).The property does not have access to the water main and in order to give water service to the property,a 3/4 inch service line would need to be installed across the Holding property.Mr.Holding has no objection to this service line being installed.The Committee recommends Town Water service be permitted using the 3/4 inch service line as long as no other property can hook up to this line. AMEND SECTION “13.24.130 Mains —Extension and Repair”: Town Administrator Dale Hill explained to the Committee that the (A)”items referred to in this section of the Municipal Code have been completed and they no longer apply.He is therefore suggesting that this be deleted from the Code.Mr.Hill also suggested that the Code be amended by adding a reference to “the customer’s deeding any water line extension to the Town before service is connected”and a provision be added “to disconnect service if the deed is not received”.A simple one page agreement could be added to the Code as “Exhibit A”.The Committee recommends these amendments be approved and that Attorney Greg White make the necessary corrections. EAGLE CLIFF ROAD: The Committee discussed the current situation at Eagle Cliff Road. Presently the water main is not adequately covered with dirt and Water Superintendent McCracken asked the Committee if the water department should bring in fill dirt and add 18 inches to cover the line or should they bleed the pipe?Town Administrator Hill and Water Superintendent McCracken will be checking the Town’s liability in this situation as well as the cost comparisons of covering the pipe as opposed to bleeding it.They will be reporting back to the Committee at the next meeting. 1983 BUDGET: The 1983 budget was reviewed by the Committee. REPORTS: A letter from the Central Colorado Water Conservancy District dated August 30,1982,was presented to the Committee.CWCD is requesting sale of Windy Gap water when it is available.Mayor Tregent suggested that the people who have expressed interest in buying Windy Gap water make an offer.The Committee recommended that Town Administrator Dale Hill send a letter to those parties interested in buying Windy Gap water and have them make an offer to the Town.All but 400 acre feet of this water would be for sale.The Committee will be investigating several options in selling the Windy Gap water. Water Superintendent McCracken reported on the progress made from the flood damage. The water use report from July 14 through August 13 reflects the July 15,1982,flood and is therefore not an accurate account of water use during this period.The figures are:August 1982 water use showed a -12.91%decrease from July 1982 and a -2.35% decrease from August 1981. The Committee reviewed a letter sent by Town Attorney Gregory White to Richard W.Ball,Attorney for Frank Normali,regarding the Town’s position in collecting the overdue water bill of $14,575.
