HomeMy WebLinkAboutMINUTES Water Committee 1983-01-130 BRADFORD PUBLISHING CO.,DENVER R E C 0 R D 0 F P R 0 C E E D I N G S /Water Committee January 13,1983 Committee:Chairman Wagner,Trustees Dannels and Hix Attending:All Also Attending:Mayor Tregent,Town Administrator Hill,Water Superintendent McCracken,Finance Officer Duncan SKI AREA WATER LEASE -PROPOSED TWIN SISTERS SKI AREA: Mr.Hank Pedersen and Mr.William G.Scott appeared before the Committee to request the possible lease of 500 acre feet of water for snow making on the north slope of Twin Sisters.Mr.Pedersen stated that the feasibility study for a ski slope on Twin Sisters is progressing very well and should the area be approved for a ski slope,the owner of the project would need to lease approximately 500 acre feet of water for snow making.Mr.Scott stated that the consumption use would be approximately 15-20%and approximately 80%of the water would be available for reuse.Five hundred acre feet of water would take care of approximately 6,000 skiers —or an area which would be larger than the Lake Eldora Ski area.Mr.Pedersen stated that he felt the best diversion point would be Marys Lake.He also stated that the entity owning the ski area would like to lease the water at the same cost the Town pays for it based on the fact that 80%would be available for resale and the ski area would also benefit the economy of the Town.The Committee stated that the Town Administrator would have to check with the Attorney and the Conservancy District before a decision could be made.Mr.Scott stated that the Forest Service would not like to spend a lot of time on this project if water will not be available.A lengthy discussion followed.The Committee recommends to the Board of Trustees that the Town Administrator be authorized to seek professional advice on this issue from a Water Attorney and report back to the Committee. RURAL WATER APPLICATION: DAUGHERTY -Mr.and Mrs.John Daugherty requested water service for their property located on Eagle Cliff Road (a portion of the NE¼of the SW¼of Sec.34,T5N,R73W of the 6th P.M.).The property does not have access to the water main and would need to hook up to a 1½” service line.The Committee recommends water service be permitted provided Mr.and Mrs.Daugherty extend the 6”water main as per Code requirements. FALL RIVER BRIDGE CROSSING: Water Superintendent McCracken reported that the water line near the Fall River Bridge needed to be moved so that the new bridge could be put in.Superintendent McCracken reported that he had obtained two bids for moving this line -one for $2,000 and the other for $4,000.He took the low bid and had the water line moved. PLANT OPERATOR -SCHOOL AND EXAM IN BOULDER: Superintendent McCracken requested that two water department employees be allowed to attend Water Plant Operator class “B”school in Boulder. The cost of the school is $100 per person and would last approximately four days.The Committee recommends that the two water employees attend the Water Plant Operator school in Boulder. BRADFORD PUBUSHING CO.,DENVER R E C 0 R D 0 F P R 0 C E E D I N G S Water Committee -January 13,1983 -Page 2 REPORTS: November 1982 water use showed a —27.00%decrease from October 1982 and a -22.51%decrease from November 1981.The total percent of water accounted for as of November 13,1982,is 81.01%.December 1982 water use showed a 2.81%decrease from November 1982,and a —12.25%decrease from December 1982.The total percent of water accounted for as of December 13,1982,is 83.94%. AGREEMENT BETWEEN PROPERTY OWNERS ON EAGLE CLIFF ROAD AND THE TOWN: Town Administrator Hill presented an Agreement between all property owners abutting Eagle Cliff Road and the Town of Estes Park regarding the Town’s maintenance of its water line under the road.The agreement states that the Town is only responsible for maintaining the water line and is not responsible for maintenance or improvements to Eagle Cliff Road.The Committee recommends that the Board of Trustees approve the signing of the agreement between the owners abutting Eagle Cliff Road and the Town of Estes Park. WINDY GAP WATER: Town Administrator Dale Hill requested that the Committee begin consideration on the dispostion of surplus Windy Gap water.The Committee authorized the Town Administrator to make preliminary contacts with firms that could represent and advise the Town in the most advantageous disposition of the excess water rights now owned.
