RURAL WATER APPLICATIONS:
ACKERMAN AND FUREY -Mr.Arthur Ackerman and Mr.Kevin Furey
requested water service to their property at Lot 5,Block 3,
Larimer Terminals.The Committee recommends approval of the
request.
FIRE PROTECTION POLICY -RURAL:
Water Superintendent Richards reported that Mr.Ferdinandtsen of
Blue Spruce Cottages had tapped the Town’s water main in order to
install a fire hydrant at his property,outside of Town limits.
Superintendent Richards suggested that the Town establish a
policy for fire protection for properties outside the Town.A
discussion followed.The Committee recommends that the Town
Staff prepare recommendations for a rural fire protection policy
and report back to the Committee next month.Mr.Ferdinandtsen
has been informed that he can complete the water main hookup but
he may be charged accordingly.
PROSPECT ESTATES -WATER SYSTEM ACCEPTANCE:
In a letter dated March 19,1984,Bob Kemp of DMJM/Phillips,
Reister,Haley,Inc.reported that he and Water Superintendent
Richards made a final inspection of the Prospect Estates Pumping
Station.The deficiencies,which were sited at an earlier
inspection,have generally been corrected.Water Superintendent
Richards stated that the Town could now accept the Prospect
Estates Water System.The Committee recommends acceptance of the
water system on May 1,1984,subject to receipt of the Deed for
the water system,and the $1,250 payment as required in the
Agreement.
AUGMENTATION PLAN FOR WINDY GAP WATER:
When the Town starts using Windy Gap water,we will have to have
an augmentation plan approved by the Water Court.Attorney Greg
White has been in touch with the Attorneys for the Conservancy
District,and John Chulson,Water Attorney,regarding a proposal
to bring the Town augmentation plan up-to-date.The Committee
recommends the Town Administrator obtain an augmentation proposal
from W.W.Wheeler and Associates and report back to the
Committee.
CODE ANENDMENT REGARDING TAP CONNECTION:
Superintendent Richards stated that it has been the Town policy
that all water tap connections must be installed by the Town.
There is nothing in the Municipal Code to provide for this
policy.The Committee recommends the Town Attorney draw up the
Ordinance.

TOWN POLICY FOR WATER AND SEWER SERVICE OUTSIDE TOWN LIMITS:
In a letter dated April 2,1984,Mr.John Chilson,representing
the 131 Corporation (Developer of Big View Acres Subdivision),
requested that the Town Board establish a policy with respect to
water line extensions within the Town’s planning jurisdiction.
Mr.Chilson stated that “decisions made on a case—by—case basis
creates an atmosphere of total uncertainty among real
estate developers and land owners outside the Town”.Public
Works Director Widmer stated that Loveland and Fort Collins have
designated an urban growth area and have entered into an agree
ment with the County,whereby the County agrees to give more
attention to the City’s recommendations regarding this urban
growth area.If Estes Park were to designate an urban growth
area,the Planning Commission would look at topography,blue
lines,slope considerations,etc.and make a determination as to
which areas are likely to be annexed into the Town during the
next 20-30 years.The Upper Thompson Sanitation District would
be involved in this process.The Water Committee recommends the
Town Board refer the urban growth area study to the Planning
Commission.Director Widmer stated that the County could assist
the Estes Park Planning Commission with this study.The Commit
tee also recommends that Mr.Chilson’s letter be answered by
saying that the Town will develop a plan.
REPORTS:
Six-City Water Committee:Administrator Hill gave a brief report
on the April 4,1984,Six City Water meeting.
NCWCD Allotment for 1984:Each year the Board of Directors of
the Northern Colorado Conservancy District determines the amount
of water the District will need.This is based on current soil
moisture conditions,storage reserves in ditch company reservoirs
as well as in the C—BT system,and prospective stream flows.
Estes Park will be receiving 70%of its quota,or 315 acre feet
of water for 1984.
AWWA:The Imerican Water Works Association conference will be
held on June 10—14,1984,in Dallas,Texas.
There being no further business,the meeting adjourned.
