HomeMy WebLinkAboutMINUTES Water Committee 1984-03-080 RECORD OF PROCEEDINGS Water Committee March 8,1984 Committee:Chairman Wagner,Trustees Dannels and Hix Attending:Chairman Wagner,Trustee Hix Also Attending:Mayor Tregent,Town Administrator Hill,Water Superintendent Richards,Finance Officer Duncan,Clerk Jensen Absent:Trustee Dannels WATER SYSTEM MAPPING -ROCKY MOUNTAIN CONSULTANTS: Mr.George Clausen,of Rocky Mountain Consultants,presented a preliminary proposal for Water System Mapping for the Town of Estes Park.Mr.Clausen gave a brief overview of the scope of the project and a proposal on how the project should be executed. Mr.Clausen stated that he was unable to give an exact cost estimate on the project due to its scope,but suggested the Town allow RMC to work one month on the system mapping on a cost plus basis,not to exceed $5,000.00,and Mr.Clausen would then come back to the Town with a firm proposal for mapping the whole system.The Committee recommends Rocky Mountain Consultants be allowed to do the preliminary work on mapping the Town’s water system for one month,on a cost plus basis,not to exceed $5,000. The Committee also recommends Vic McCracken be hired as a consul tant to assist in the water system mapping. BIG THOMPSON PLANT -INTAKE LINE: Superintendent Richards requested authorization to have an engineering firm look at replacing the Big Thompson water intake line so that he could then bid the project.The Committee recommends Superintendent Richards negotiate with Rocky Mountain Consultants on the engineering work for replacing the water intake line. BIG VIEW ACRES -DWIGHT ADRIAN: Mr.Dwight Adrian explained to the Water Committee that he was having difficulties in getting approval from the County on Big View Acres Subdivision because of a letter from Public Works Director Widmer suggesting Big View Acres be serviced by Town utilities.Mr.Adrian explained that he had spent 4 1/2 years on a water augmentation plan to allow 29 wells on this property. The Committee members stated that Mr.Adrian was asking them to make a decision that would affect the Planning Commission and other Town agencies.No recommendation was made. TRAFFIC ISLANDS -HIGHWAYS 34 and 36: Superintendent Richards reported that it would cost the Town approximately $10,000 to provide water service to the four traffic islands at the intersection of Highways 34 and 36.The Committee recommends that one frost proof faucet be installed on the main island,as previously approved. STREETSCAPE -INSTALLATION OF WATER METER: Superintendent Richards reported that in the Streetscape plan, the Town is to install one 1½”water meter at an approximate cost of $110.00.The Committee recommends the water meter be installed. 0 0 RECORD OF PROCEEDINGS Water Committee -March 8,1984 —Page 2 NCWCD -WATER DELIVERIES: The Committee reviewed the Northern Colorado Conservancy District water deliveries form designating Don Braztlon as the person authorized to place orders for delivery of water.Mr.Braztlon determines how many acre feet of CBT water are put in the river. Administrator Hill stated that this is the standard form which the Town has used for several years.The Committee recommends the form be signed and returned to NCWCD. REPORTS: Prospect Estates Water System -Superintendent Richards stated that he had inspected the Prospect Estates Water System and the system is not yet complete.The owners will complete the system and Superintendent Richards will do a final inspection. Pressure Chart—Superintendent Richards reported that the Town now has a water pressure map. Elkhorn Avenue Main Break —The broken water line on Elkhorn Avenue was caused when an old leaded valve fitting came loose. The valve has been replaced. Water main tap installations are going well. Administrator Hill reported that the Town’s water rights on Black Canyon would not be affected if the Town were to close the Black Canyon Plant.Superintendent Richards would like to place a clean water storage tank on the property. The Water Department will be doing an extensive main flush on Monday,March 12,1984. There being no further business,the meeting adiourned.
