RURAL WATER APPLICATION -REQUEST FOR ONE-YEAR EXTENSION:
INGOLD -In a letter dated February 1,1984,Reverend and Mrs.
Frederick T.Ingold requested a one—year extension on the ap
proval date for water service to their property at Lot 1,Divi
sion 4,High Drive Heights.The Committee recommends approval of
the one-year extension to September 27,1985.
VEHICLE BIDS:
The Committee reviewed the vehicle bids for one 1/2-ton 4 X 4
pickup and one 3/4-ton 4 X 4 pickup (see attached bid tabulation
sheet).The Committee recommends going with the low bidder,
Dellenbach Chevrolet,at a cost (with trade-in of $4,500)of
$12,562.31 for both vehicles.
WATER SYSTEM MAPPING:
Water Superintendent Richards requested that the Committee
consider mapping the Town’s water system.Rocky Mountain Consul
tants,a local engineering firm,had done watering mapping for
other municipalities.The Committee recommends the Town staff
follow-up with Rocky Mountain Consultants and invite them to the
next Water Committee meeting.
WATER.PLANT TOUR:
Superintendent Richards asked the Committee to tour the water
plants so that he could give them an update on the water system.
Superintendent Richards gave the Committee a brief overview on
each of the four plants (Black Canyon,Big Thompson,Glacier
Creek and Fall River).Superintendent Richards reported that the
water line at the Big Thompson plant had some leaks and should be
replaced in the not too distant future with a 10”line.He
requested permission to do some preliminary investigations on the
cost to replace the line and report back to the Committee.
The Committee also discussed the possibility of removing the
Black Canyon Water Plant and using the location as a storage
facility.Administrator Hill will check on the Town’s water
rights and report back to the Committee.
STANLEY PARK -WATER SYSTEM:
Superintendent Richards reported that some irrigation lines are
hooked into some domestic water lines at Stanley Park,and he
would like to install some check valves so that the water will
flow only one way.The cost to install would be approximately
$500-$600 per valve.The Committee recommends the proper valves
be installed.

REPORTS:
January,1984 water use showed a —2.34%decrease from December,
1983 and a +29.33%increase from January,1983.The total
percent o water accounted for as of January 13,1984 is 67.72%.
NCWCD -Administrator Hill reported that the Town has entered
into the standard Temporary Operating Agreement with the Northern
Colorado Water Conservancy District.
St.Vram Center Subdivision -The water line at St.Vram Center
Subdivision will be installed at the 60”depth when the weather
permits.
Windy Gap -Construction is on schedule for the Windy Gap project
and should be finished this September.The Azure project has
been shut down and Six Cities Water is negotiating a settlement
with the western slope.
Prospect Estates Water System —Superintendent Richards reported
that he and Bob Kemp of DMJM have inspected the Prospect Estates
Water system.An outside electrical engineer has corrected the
electrical problems with the Pumping Station.A few minor checks
still need to be made before the system is accepted by the Town.
When everything is complete,Robert Kemp will write a letter on
his findings,and Attorney White will write the acceptance
agreement.
Transfer Station Site -Superintendent Richards stated that Fire
Chief Rumley wants a fire hydrant closer to the transfer station
site.The Committee recommends the Town not charge a tap fee and
A-i Transfer,Inc.install the 6”main as requested by Chief
Pumley.
Water Taps -Superintendent Richards discussed the water tapping
procedure now in effect (licensed plumber uses Town’s tapping
machine).After considerable discussion,the Committee recom
mends the Water Department do all water taps.
There being no further business,the meeting adjourned.
