HomeMy WebLinkAboutMINUTES Water Committee 1984-06-05n a RECORD OF PROCEEDINGS Water Committee June 5,1984 Committee:Chairman Hix,Trustees Aldrich and Wood Also Attending:Mayor Dannels,Town Administrator Hill, Water Superintendent Richards,Finance Officer Duncan,Clerk O’Connor V THUNDER MOUNTAIN DEVELOPMENT -DOMESTIC WATER SERVICE: Tom Brown,representing the owners of Thunder Mountain Development,discussed the possibility of the Town serving water to this new development.There are two methods of operation and maintenance:A.The Town “wholesales”water to the developer and the developer owns and maintains the system (water would be delivered to a master meter by gravity),and B.The Town “retails”water to all customers in the development and owns and maintains the system.A total of 45 units will be served at this time.Due to the fact that the presentation was preliminary in nature,the Committee recommends the owners hire a consultant (at the developer’s expense)to determine how the area could best be served and then return to the Water Committee for further action. PROSPECT MOUNTAIN ESTATES -DESIGN OF SYSTEM: Bill Van Horn was present and stated his need to clarify previous statements made concerning the design of the Prospect Mountain water system.The design did meet design standards Van Horn Engineering was requested to submit.After discussion,the Committee recommends Mr.Van Horn submit a letter which includes possible solutions for design criteria for water systems and that Superintendent Richards submit a Municipal Memo which would help clarify the fact that the Water Department’s primary concern is the quality of water in new water systems,not design. WATER SYSTEM MAPPING -ROCKY MOUNTAIN CONSULTANTS: George Clausen,representing Rocky Mountain Consultants, presented a proposal on mapping the entire water distribution system.The Town currently has 65 miles of water main lines covering an area of 8.5 square miles.Their original proposal was to locate existing water lines,service connections and control facilities in the field and tie them into property corners.The “Hasp Digical”computer system would also be used to plot the water distribution system features upon base maps provided by the Town.Several problems were encountered using these methods,primarily accuracy of location of the water lines. The revised scope of services (based on their findings from trial services),is to locate existing water lines,service connections and control facilities using Mr.Vic McCracken (as a consultant), refining the locations using a Metrotech Model 810 Line Tracer, documenting the locations using conventional surveying techniques,and embedding permanent markers in the field as water lines are located.The water distribution features will then be plotted on mylar originals on existing Town base maps.Wherever possible,water features will be plotted with respect to road locations.Where no roads exist,water features will be located with respect to property corners or other geographic features. Distances and bearings from property corners to control facilities (i.e.valves,etc.)will also be shown on the detailed maps.We now have a total of 34 base maps.In addition,there is approximately 8 or 9 miles of water lines which are connected to the water treatment plants which are shown on our aerial 0 0 RECORD OF PROCEEDINGS photographs.The base maps would then be constantly updated.The cost estimate for the project is $65,000.00 with a proposed completion date of August 1,1985.A question was raised whether or not the distribution network locations might be performed cheaper “in house.”Following discussion,the Committee recommends Rocky Mountain Consultants proceed with the project and the Town be authorized to sign a “Work Order”with a “not to exceed”contract amount of $65,000.00 (without prior approval of the Town).Director Widmer will monitor costs involved on the first set of maps,and should the Town or Rocky Mountain Consultants decide to terminate the project,it may do so at any time. /FUTURE WATER TREATMENT PLANT -MARYS LAKE: The Town received a “Draft Environmental Assessment for Identified Unneeded Real Property at Marys Lake”from the U.S. Bureau of Reclamation.After reviewing the draft,Planner Stamey was directed to write a letter to Mr.Richard B.Eggen,Regional Environmental Officer (U.S.Bureau of Reclamation)stating the Town’s desire for acquisition of Parcel C —Marys Lake Reservoir Area.Parcel C would be critical to the Town’s operation of a possible future water treatment plant in terms of access and security.The Town now owns a 24”tap located near Parcel C. ‘MUNCHIANDO CONSTRUCTION -DEFAULT ON CONTRACT: Attorney White has reviewed the contract agreement between Munchiando Construction and the Town.The construction company’s deadline for completion of the Beaver Point water main extension to VerStraeten Road is June 6,1984.Due to Munchiando’s default on the contract,the Committee recommends we proceed with completion of the project which includes surface restoration or repair (pavement patching)and general cleanup of the area.Any costs incurred by the Town in performing the work will be deducted from the sum presently owed to Munchiando Construction. /REPORTS: Rocky Mountain Consultants is in the process of drawing the replacement line for the Big Thompson Plant.There will be 2,025’of new 12”line placed between the existing vault and water treatment plant.Their job will be completed when the plans are drawn and specifications printed. The Committee reviewed the May,1984 water reports.
