RURAL WATER APPLICATIONS:
FRANKLIN -Stan Franklin requested water service to their proper
ty located at 731 Larkspur,High Drive.The Committee recommends
approval of the application.
REQUEST TO SUPPLY WATER -ROTARY CLUB:
In a letter dated August 27,1984 submitted by Milt Ericson,
Co-Chairman Estes Park Rotary Club,he requested the Town to
provide water in each triangle located at the intersection of
Highways 34 and 36.Superintendent Richards advised the Commit
tee he has been in contact with the State Highway Department
regarding future plans for the intersection.Due to the impend
ing Streetscape Improvements,which will involve the inter
section,the Committee recommends taking no further action at
this time.Mr.Ericson will be advised of the aforementioned
decision.
REQUEST TO REDUCE WATER RATE ON WATER DISPENSER -RONALD D.
BAZMAN:
Mr.Bazman,owner of Mountain Water,Inc.,addressed the Commit
tee regarding the rate of $5.50 for 1,200 gallons on water
through the water dispenser which is located near the Parks Shop.
The water dispenser was basically installed for the convenience
of water customers located outside Town limits.Water Superin
tendent Richards advised maintenance of the dispenser is high and
occurs quite frequently.To ensure that the Town is not operat
ing the dispenser at a loss,Finance Officer Vavra will prepare
an analysis of operating costs.Review of the analysis will take
place at the next Water Committee Meeting being held October 11,
1984.
MASTER PLAN -URBAN GROWTH STUDY:
The following four firms submitted proposals to update the Water
Master Plan:
1.Black and Veatch Consulting Engineers -$59,900
2.DMJM Phillips Reister Haley,Inc.—$52,000.
3.McLaughlin Water Engineers -$16,000.
4.Rocky Mountain Consultants,Inc.-$89,000.
The Committee recommends review of the proposals with the Staff
to submit an overall summary of the firms;and that final review
and interviews be held at the next Water Committee Meeting being
held October 11,1984.

RAW WATER SUPPLY PROPOSAL:
As requested,W.W.Wheeler and Associates,Inc.submitted a
proposal in the amount of $6,500 to compare Windy Gap and
Colorado Big Thompson for both short and long-range water supply.
Following discussion,the Committee recommends engaging the firm
of W.W.Wheeler and Associates,Inc.to perform the necessary
tasks for the comparison for a not to exceed cost of $6,500.
WATER MAPPING:
Water Superintendent Richards stated nine sections were inadver
tently omitted in the Water System Mapping Project authorized
June 5,1984.A quarter-section map booklet,which would he
convenient for use in the field,was offered for a total cost of
$2,150.00.Superintendent Richards stated he felt the map
booklet could be accomplished “in house.”Discussion followed
with the Committee recommending not purchasing the additional
nine maps nor the map booklet.
REPORTS:
The Water Use Report indicated the amount of water accounted for
as 70%.Water Superintendent Richards advised the Committee not
all meters were being read.In an effort to have the Water Use
Report be as accurate as possible,the Committee recommends
