HomeMy WebLinkAboutMINUTES Water Committee 1984-07-12C 0 BRADFORD PUBLISHING .RECORD OF PROCEEDINGS U’Water Committee July 12,1984 Committee:Chairman Hix,Trustees Aldrich and Wood Also Attending:Mayor H.B.Dannels,Town Administrator Hill, Water Superintendent Richards,Public Works Director Widmer,Clerk O’Connor RURAL WATER APPLICATIONS: THUNDER MOUNTAIN ASSOCIATES,LTD.-Paul Kochevar and Dwight Dannen were present requesting the possibility of the Town serving water to this new development.A sketch drawing was presented showing a proposed water main,pump and 120,000 gallon tank.Superintendent Richards stated he had talked to Bob Kemp (DMJM Phillips Reister),and that Mr.Kemp felt the pump would be required to operate at night,thus eliminating a “shock”on the system.Several concerns were stated as follows: 1.The elevation of the proposed tank is above 8,400 feet. Two other tanks are on our system now,however,they are both under 8,100 feet elevation. 2.One pump will not be able to push water up 1.9 miles. Perhaps a “lift station”should be included. 3.If the Town enters into a “Special Agreement”,the developer would pay all of the extra costs incurred. As the land is developed,the developer’s cost would be reduced every year. 4.This area would be on a “Closed System”.The Town would have maintenance expenses,etc.We would have to have access to the tank during the winter months. 5.The Glacier Creek Water Treatment Plant has an 18” main and was built to produce three million gallons of water per day. The Committee recommends a presentation be made to the next Committee meeting by our consulting engineers -DMJM Phillips Reister advising the Town’s ability to serve water to this development. MASTER PLAN -URBAN GROWTH STUDY: The Committee discussed the need to update the Master Plan - Urban Growth Study;the existing study is now several years old. Pending further information,the Committee recommends this item be tabled. CORLEY/KROGER WATER EXTENSION AGREEMENT: Town Administrator Hill advised the Committee he has received the water extension agreement for Edward Corley and J.Stephen Kroger for all of Lot 21,except the North 50 feet thereof,and Lot 20, except the East 90 feet thereof,High Pines Subdivision.The agreement is basically the standard agreement used by the Town except for the following: 1.A special tap fee of $1,888.84 each for Lots 27,28,29 and 50 shall be collected and will be reimbursed to the developers. 0 RECORD OF PROCEEDINGS Water Committee -July 12,1984 -Page two 2.The Town shall not be liable to the developers for such additional tap fees if the Town should inadvertently fail to collect tap fees when approving water tap applications,but will cooperate with the developers in every reasonable way. 3.The Town will pay said fees collected within ten (10) days to the developers until the developers have received a total of $7,555.35 or ten years has expired. The Committee recommends the Town enter into this agreement. MUNCHIANDO CONSTRUCTION: Water Superintendent Richards reported that due to Munchiando Construction’s default on the Beaver Point water line installa tion,Sterling Paving had been hired to complete the paving project.Paving is now nearing completion.Clean-up efforts near the old Everitt Lumber property have yet to be resolved. FALL RIVER TREATMENT PLANT -SEDIMENT: Superintendent Richards expressed concern regarding the type and size of sediment incurred due to the Lawn Lake Flood.As further action will depend upon the Light and Power Department’s decision to rebuild Cascade Dam,the Committee recommends no further action at this time. REPORTS: The Water Use Report indicated the water accounted for as 72.75%. A substantial effort is being made to ensure all water meters and readouts are working properly.To date,approximately 18 -20 meters have been replaced. The Big Thompson Water Line Project will be bid after the Summer season.The old line will be completely removed. The Water System Mapping Project is progressing. The peak demand of two million gallons of water was reached last weekend. There being no further business,the meeting adjourned. Vickie O’Connor,Town Clerk
