RURAL WATER APPLICATIONS:
ROGGEY -Jack L.Roggey,Lot 10,Hondius Heights,has requested
water service to his property.The Committee recommends approval
of the rural water application.
FRANKLIN -Stan Franklin,731 Larkspur,requested a one-year
extension of his rural water application which was recommended
for approval September 24,18-5-flVThe Committee recommends
approval of the one-year extension to September 24,1986.
REQUEST TO TRANSFER WATER TAP -FORMER ESTES PARK BANK DRIVE-UP
WINDOW LOCATED AT THE CORNER OF CLEAVE STREET &BIG HORN DRIVE:
Chairman Hix cited a conflict of interest and stated he would not
participate in discussion.The Estes Park Bank requested the
transfer of the water tap located at the former bank drive—up
window to the “Ida Morris”property.The Committee recommends
approval of the water tap transfer.
CRYSTAL WATER COMPANY -DISCUSSION:
The Committee reviewed a preliminary verbal proposal submitted by
Melvin Dinner,Attorney,representing the Crystal Water Company.
The water company proposes to transfer the following to the Town
of Estes Park:
1.124,000 gallon tank.
2.500,000 gallon tank.
3.The agreement for the tap on the Bureau of Reclamation
Pen stock.
4.The 8”line from the tap to the water treatment plant.
5.The 8”line from the new plant to the 500,000 storage
tank and all distribution lines.
Crystal Water Company also proposes to keep the 414 units of CBT
water.Attorney White advised in order to keep CBT units,the
water must be used.
Carriage Hills has 546 water resource agreements which have been
paid for;399 active accounts,and 147 non—active accounts.
The Town’s water rates are based upon a monthly billing cycle,
whereas Crystal Water Company’s rates are based upon a quarterly
cycle.For comparative purposes,Finance Officer Vavra submitted
a rate comparison sheet projecting the Town’rates over a
three-month period.
Discussion followed regarding the Public Utilities Commission,
water rates,existing agreements,fire protection,State Health

requirements,and financial projections.The Committee also
reviewed a map indicating four proposed “pressure zones”which
was prepared for the Water Master Plan.
Chairman Hix advised that Mr.Henry Pedersen,Attorney/Carriage
Hills Homeowners Association has requested a meeting with the
Committee prior to the Town obtaining ownership of the water
service to Carriage Hills.
The Committee recommends staff contact Attorney Pedersen immedi
ately to establish a meeting date;and that Attorney Dinner be
notified the Town has reviewed Crystal Water Company’s proposal,
stating the Town may desire to negotiate further regarding the
CBT water shares.
REPORTS:
Foreman Goehring reported Superintendent Richards is now at home
and recuperating from his heart attack.Foreman Goehring will be
in charge of the Water Department during Mr.Richards’absence.
There being no further business,the meeting adjourned.
