HomeMy WebLinkAboutMINUTES Water Committee 1985-09-120 RECORD OF PROCEEDINGS V’Water Committee September 12,1985 Committee:Chairman Hix,Trustees Aldrich and Wood Attending:Trustees Aldrich and Wood Also Attending:Town Administrator Hill,Water Superintendent Richards,Water Foreman Goehring,Finance Officer Vavra,Bob Richardson/Park School District,Clerk O’Connor Absent:Chairman Hix PARK HIGH SCHOOL,WORK STUDY PROGRAM -AUTHORIZATION TO ENTER INTO AGREEMENT: Bob Richardson,Park School District,addressed the Committee concerning the School’s “Work Study Program.”The Program is designed for Junior and Senior Students and offers the student an opportunity to receive the necessary skills to successfully maintain employment upon completion of the Program.Grant Cole has been highly recommended for the Program and Water Superinten dent Richards requested authorization to enter into a “Work—Experience Study Training Plan/Agreement”between the School District,Grant Cole and the Town,employing Mr.Cole through mid-December.Superintendent Richards substantiated the need for an additional part—time employee in the large amount of repair/maintenance of water meters and fire hydrants.The Committee stated they were supportive of the Program and recom mends Water Superintendent Richards be authorized to enter into an agreement with the School District and Grant Cole;and that Mr.Cole be employed through the end of the semester,with further review in December. BUREAU OF RECLAMATION AGREEMENT WITH THE TOWN OF ESTES PARK: Town Administrator Hill advised the Committee of a letter submit ted by the U.S.Bureau of Reclamation dated September 7,1985 requesting the installation of freeze protection equipment on the domestic water taps on the Estes Powerplant penstocks.During installation of the Big Thompson Plant Intake Line in 1984,the plant was not in operation and the penstock tap was frozen solid. Water Superintendent Richards informed the Committee Rocky Mountain Consultants was employed to assess the project —their cost estimate was $6,000.The Committee recommends Water Superintendent Richards be authorized to request bid proposals for the underground wiring,including installation,and return to the Committee for their review. WATER DEPARTMENT 1986 BUDGET: The Committee reviewed and discussed the preliminary 1986 Water Department Budget. REPORTS: The July Water,Use Report indicated the amount of water accounted for as being 70.8%;the August report indicated 72.0%. The State of Colorado is anticipating amending the “Plant Opera tor Classification”for water treatment plants. The “Discharge Permit”renewal application for the Glacier Creek Water Treatment Plant has been received;DMJM Phillips Reister, Inc.will complete the application for the Town. 0 RECORD OF PROCEEDINGS Water Committee -September 12,1985 -Page two A preliminary contact regarding a future bond issue has been initiated with Dunn Krahl,Boettcher and Company. The Committee reviewed a September 8,1985 letter submitted by the Ponderosa Lodge,1820 Fall River Road.Due to a heavy demand,the water served to consumers along Fall River Road the first week of September was discolored.Water Superintendent Richards advised that when Phase I of the Water Master Plan is implemented,“pressure zones”will be installed which will prevent a switch in flow in the water lines.Superintendent Richards will personally meet with the owners of the Ponderosa Lodge. The Committee also reviewed a letter dated September 12,1985 submitted by Walter R.Brown,R.V.Water and Roads,Inc.The letter requested the Water Department oversee the construction of the Range View Estates distribution system,ensuring the system was installed to Town’s specifications.The Committee looked favorably upon the request. Water Superintendent Richards advised the Committee of a number of inquiries have been received concerning the proposed Thunder Mountain Subdivision along the Spur 66 extension.Area residents desire to connect to the new water main that will be serving the subdivision and begin receiving Town water.Further information will be forthcoming.
