HomeMy WebLinkAboutMINUTES Water Committee 1985-03-070 0 BRADFORD PUBLiSHING CO.,DENVER R E C 0 R D 0 F P R 0 C E E D I N G S Water Committee March 7,1985 Committee:Chairman Hix,Trustees Aldrich and Wood Also Attending:Town Administrator Hill,Water Superintendent Richards,Finance Officer Vavra,Clerk 0’Connor Absent:None JESS C.NIELSEN -REQUEST FOR VARIANCE REGARDING MAIN EXTENSIONS: Mr.and Mrs.Jess Nielsen addressed the Committee regarding a request for a variance from the Municipal Code pertaining to water main extensions.Mr.Nielsen,potential owner of Lot 47, Grand Estates Addition,presented a statement which he had prepared appealing a 6”water main extension from Lot 22 to Lot 47,the estimated cost of which would exceed $10,000.Mr. Nielsen proposed installing a 1”private service line,taping into the water main located at Lot 22 and using street right-of-way for the installation.An estimated cost for Mr.Nielsen’s proposal is $5,800.Tap fees for Lot 47 have not been paid. Following Superintendent Richards suggestion,the Committee recommends approval of the application contingent upon the following: 1.The service line installation will be owned and main tained,and placed in the street right-of-way by Mr. Keim. 2.Lot 35 borders the “Blue Line”and Mr.Keim will be required to install a private pumping system. 3.Mr.Keim will not be allowed to supply water to Lots 44,45 and 46. W.W.WHEELER INVOICE -RAW WATER SUPPLY STUDY: Town Administrator Hill presented a letter dated February 12, 1985 submitted by W.W.Wheeler and Associates,Inc.regarding their invoice for the Raw Water Supply Study.The Committee approved Mr.Wheeler’s proposal for a “not to exceed”cost of $6,500.Previous charges were $6,096.50 leaving a balance due of $403.50 Discussion followed with the Committee recommending the Town pay the balance due of $403.50. REQUEST TO SUPPLY WATER TAP: Administrator Hill advised the Committee he had received a letter from a frequent visitor to Estes Park requesting the Town to supply a water tap for use by visitors.The Committee discussed whether or not the water tap would be worthwhile,whether or not is was a service to the community,and possible location of the tap.The Committee recommends Superintendent Richards obtain cost estimates and further information and report to the Committee at their next regularly scheduled meeting. © BRADFORD PUBLISHING CO.,DENVER R E C 0 R D 0 F P R 0 C E E D I N G S Water Committee -March 7,1985 -Page two WATER SERVICE TO TRAFFIC ISLANDS -HIGHWAY 34/36 INTERSECTION: During construction located at the intersection of Highways 34 and 36,the Water Department installed a water line to the northwest traffic island to supply water for the flower beds. Current plans do not include cutting the state highway which would allow the installation of a waterline to the southeast island.Discussion followed with the Committee recommending Superintendent Richards contact the State Highway Department seeking approval to cut the highway at this time to allow the Water Department to install a waterline to the southeast traffic island. REPORTS: When the State of Colorado Division of Wildlife moved the Fish Hatchery in 1982,the State held two water rights:a domestic well and spring.The Division of Wildlife advised they would transfer the water rights to the Town.The Committee recommends the firm of W.W.Wheeler and Associates,Inc.conduct a study to ensure that the water rights are in the Town’s name and determine the actual value of the water rights.W.W.Wheeler’s proposal fee will be approximately $500. The Water Use Report for February indicated the amount of water accounted for as 58.7%.Twelve water bleeders have been “on line”since January and 23 extra bleeders were added during the month of February;all are still flowing to help prevent the water mains from freezing.During the month of February,thir teen water mains were broken. As instructed by the Water Committee February 14,1985,Town Attorney White has filed a “Statement of Opposition”regarding the Town of Berthoud’s application for a “change in water right.” Superintendent Richards informed the Committee the expense incurred due to thawing water lines has reached approximately $18,435.00.The Committee discussed service charges for water customers and recommends Superintendent Richards and Finance Officer Vavra prepare a report listing valid charges for service calls and present it to the Committee for their review.
