RAW WATER SUPPLY STUDY -W.W.WHEELER:
Mr.W.W.Wheeler,representing W.W.Wheeler and Associates,was
present and gave a report on the cost analysis of Windy Gap and
CBT Water.The January,1985 report covers a span to the years
2,017 and 2,030.The Committee reviewed the report,receiving
further information from Mr.Wheeler.Following discussion,the
Committee recommends acceptance of the W.W.Wheeler Report
whereby the report recommends retaining 300 acre feet and selling
3,700 acre feet of Windy Gap Water.
AUGMENTATION PLAN -WINDY GAP WATER:
Acting upon the Committee’s request dated April 12,1984,Mr.W.
W.Wheeler,representing W.W.Wheeler and Associates,discussed
the firm’s proprosal to bring the Augmentation Plan up-to-date.
Following discussion,the Committee recommends accepting W.W.
Wheeler’s proposal for the Augmentation Plan and that Town
Attorney White proceed with all action necessary to have the
Augmentation Plan approved by the Water Court.
TOWN OF BERTHOUD -APPLICATION FOR CHANGE IN WATER RIGHT:
Mr.Wheeler also advised the Committee regarding an application
filed by the Town of Berthoud for a change in water right in
Larimer County.The Town of Berthoud is requesting that Lake
Estes be used as an alternate point of diversion for the 7.14 cfs
of Handy Ditch water.The Committee recommends Attorney White
file an “objection”to the application and proceed with all
action necessary to resolve the situation.
RURAL WATER APPLICATION:
ADAMS -David A.Adams has requested water service to his proper
ty located at 490 Hondius.The Committee recommends approval of
the application.
REQUEST TO EXTEND WATER SERVICE LINE -CHARLES HEIGHTS:
Water Superintendent Richards advised the Committee Mr.Wayne F.
Keim has submitted a request to extend the water service line to
Lots 35,44 and 45,Charles Heights.Mr.Keim is also requesting
the Town forego the 4”water main extension requirement and allow
a 3/4”service line extension.The “3lue Line”currently runs
across Lot 45.Discussion followed with the Committee recommend
ing a 3/4”service line extension,to be owned and maintained by
Mr.Keim,be approved.Superintendent Richards also advised the
Committee a formal Rural Water Application will be submitted.

REPORTS:
Attorney White advised the Committee completion of the sale of
water to the City of Broomfield is anticipated in the near
future.
Attorney White also advised the Committee the Six-City Water
Committee is requiring a more formalized audit of the
sub-districts with the sub-districts being assessed approximately
$500 to cover the audit expense.The Committee recommends
authorizing the expenditure of $500.
The Water Use Report for January indicated the amount of water
accounted for as 88%.
The Big Thompson Water Treatment Plant is “on-line”;Big T
Construction performed very well.Clean—up work,including the
road,will be completed in the Spring.
The McLaughlin Master Plan Study is now 50%complete;a prelimi
nary report should be available for review in the near future.
The “arc welder”which is used in thawing water mains,has been
out of commission;a sub—contractor has been hired to assist the
Water Department in thawing water mains.
There being no further business,the meeting adjourned.
