HomeMy WebLinkAboutMINUTES Water Committee 1986-04-210 0 RECORD OF PROCEEDINGS /Water Committee April 21,1986 Committee:Chairman Hix,Trustees Aldrich and Barker Attending:All Also Attending:Mayor Dannels,Town Attorney White,Town Administrator Hill,Water Superintendent Richards,Finance Officer Vavra,Clerk O’Connor Absent:None STANLEY HEIGHTS -CUSTOMER COMPLAINT REGARDING DIS-COLORED WATER: Superintendent Richards advised that during the past two years customers residing in the Stanley Heights area had been experi encing dis-colored water.Since May,1985,the Water Department has spent a considerable amount of money and man hours trying to alleviate this situation which includes:(1)replacing 1,314’of 2”pipe with 4”ductile iron pipe;(2)removing two check valves in the system;(3)flushing the system at least every two weeks in July,August,and September;(4)performing water tests for safe water in the system twelve times;(5)removing and replacing a 4’section of pipe in the southwest corner of the loop;(6) operated various valves to change the flow of water through the system;and (7)conducted meetings with two separate engineering and consulting firms to exchange information and ideas.To date, approximately $17,000 has been expended on this project.Cost estimates in replacing 1,480’of water line with 8”ductile iron pipe on West Lane is $44,400±;6”ductile iron pipe is $38,100±, and 4”ductile iron pipe is $20,000±.These cost estimates do not include replacing the water line located on North Lane. Stating funds are not available at this time to replace the waterlines on North and West Lanes,the Committee recommends the Water Department continue to research avenues not yet explored in an effort to resolve the water dis—coloration in Stanley Heights. Perhaps when funds are available,replacement of the aforemen tioned waterlines will occur. WINDY GAP PROJECT: The Committee reviewed two Resolutions prepared by Town Attorney White.The first Resolution addressed transferring budgeted and appropriated monies from the General Fund,Light and Power Fund and Water Fund for the purpose of paying the 1986 assessment in the amount of $762,321.60 to the Municipal Subdistrict of the Northern Colorado Water Conservancy District.The second Resolu tion stated the intention was to have those transferred funds be loans from the General and Light and Power Funds to the Water Fund,and that the amount transferred shall bear interest at the rate of 7%per annum from the date of the transfer until repaid. The Committee recommends approval of both Resolutions as submitted. Town Attorney White reported on a meeting held with Craig Harrison/Harrison Resource Corporation and the Town.Mr. Harrison was highly recommended as a water broker.Finance Officer Vavra presented various options available in setting a price,per acre foot,for the Windy Gap water.Discussion followed with the Committee recommending Town Attorney White be authorized to negotiate a Listing Agreement with Mr.Harrison, ensuring the Municipal Subdistrict is informed of such a nego tiation. 0 0 RECORD OF PROCEEDINGS Water Committee -April 21,1986 -Page two RESIGNATION -WATER SUPERINTENDENT RICHARDS: The Committee reviewed a letter dated April 11,1986 whereby Superintendent Richards offered his resignation effective May 30, 1986.With regret,the Committee recommends accepting Superin tendent Richards’resignation. REPORTS: The Water Use Report for March indicated the amount of water accounted for as being 94%.As of March 28,1986,all water bleeders have been turned—off.
