HomeMy WebLinkAboutMINUTES Water Committee 1986-08-110 0 BRADFORD PUBLISHING CO.RECORD OF PROCEEDINGS /Water Committee August 11,1986 Committee:Chairman Hix,Trustees Aldrich and Barker Attending:All Also Attending:Town Administrator Hill,Public Works Direc tor Widmer,Light and Power Director Dekker, Finance Officer Vavra,Walter Brown,Ed Hagen,Clerk O’Connor Absent:None RANGE VIEW WATER ASSOCIATION -REQUEST TOWN TO READ WATER METERS AND INVOICE CUSTOMERS: Messrs.Brown and Haqen appeared before the Committee requesting the Town read the water meters and invoice the homeowners for water used in the Range View Subdivision.The Town provides the subdivision with water through a master meter;the water is distributed by means of a private distribution system owned and operated by the homeowners’association.The request did not include any maintenance of lines at this time.Currently,ten homes are being served;all are equipped with water meters and read-out devices.Water Department revenues could be slightly increased by honoring the request.The Light and Power Department performs the task of reading both the electric and water meters for the majority of consumers connected to the Town’s water system.The Town could read the meters in September and begin monthly billings in October.Following discussion,the Committee recommends (1)the Town honor the request submitted by Range View Water Association;(2)water meter read—outs to be relocated to locations agreeable to the Light and Power Department at no expense to the Town;(3)the water meters be read in September,with monthly billings to begin in October;and (4)staff,in conjunction with Mr.Brown,prepare an amendment to the original agreement with the Association to reflect the aforementioned revisions. CASCADE DIVERSION DAM -REVIEW OF DESIGN CONTRACT: Acting upon the Committee’s recommendation of July 10,1986, Director Widmer obtained a proposal for services from Warzyn Engineering,Inc.for the design of the Cascade Diversion Dam. Staff has held several meetings with representatives from the National Park Service and the Warzyn Engineering Firm.The Committee reviewed the scope of work contained in the contract which addressed the following:Environmental Assessment,Per— mits,Surveying,Soil Borings,Conceptual Design,Design,Design Drawings and Specifications and Construction Administration. Assuming the design contract is awarded August 12,1986,the construction contact could be awarded November 10,1986. r’’’Warzyn’s proposal was a total,not—to—exceed amount of $36,000. /JO The cost will be shared equally among the Light and Power and General Funds.It is anticipated FEMA funds will pay for 2/3’s of thfs project.The entire project is estimated to be approxi mately $284,000 which includes the penstock replacement.Town Attorney White has reviewed the contract and requested clarification of Warzyn’s Professional Liability Insurance.The Committee recommends accepting the proposal submitted by Warzyn Engineering,Inc.for a not—to—exceed amount of $36,000 contin gent upon the approval of Town Attorney White. Pursuant to the Committee’s recommendation June 12,1986,Mr. Heron was advised the Town would investigate the possibility of the Town supplying treated water on a “wholesale rate”basis to Prospect Mountain Water Company contingent upon Mr.Heron agree ing to pay for all preliminary legal and engineering costs.Mr. Heron has responded;however,the contingency was not addressed. The Committee recommends Mr.Heron be advised,in writing,that the contingency placed on the proposed agreement by the Town will remain in place.No further action can be taken until such time as the legal and engineering costs are addressed by Mr.Heron.
