RURAL WATER APPLICATIONS:
NAPIER -Mr.and Mrs.Jerry Napier resubmitted their rural water
application for their property located in the Eagle Cliff area (a
portion of the NE¼of the SW¼of Section 34,T5N,R73 W of the
6th P.M.,Larimer County).The application was originally
approved in September,1983.A one-year time-limit is placed on
all rural water applications;the tap was not connected,there
fore,a resubmittal was required.The water tap will be connect
ed to a private 1”waterline.Following discussion,the Commit
tee recommends approval of the water application contingent upon
the following conditions:the applicant providing a written
approval,signed by all affected property owners,authorizing
connection to the 1”private waterline;and (2)the Town will not
accept any maintenance due to the fact that the 1”waterline is a
private line.
CASCADE DIVERSION DAM -AUTHORIZATION TO PROCEED:
The Committee reviewed a letter dated June 11,1986 which was
written by Mayor Dannels to Superintendent James Thompson/Rocky
Mountain National Park Service.In summary,the letter indicated
the Town was continuing in its effort to restore to operating
service a diversion structure for a permanent water supply to its
Fall River Water Treatment Plant.Staff will meet with the Park
Service July 16,1986.The Fall River Water Treatment Plant is
not operating efficiently at the present time;construction of a
diversion structure is of the utmost importance.The “conceptual
design”prepared in 1984 by Warzyn Engineering,Inc.addressed a
“low profile”structure that would be located approximately
65—76’upstream from the original dam.The structure would be
placed so as to utilize the existing penstock.The diversion
should not adversely affect the flow of the stream and will
greatly improve the visual impact of the area.The 1984 cost
estimate of construction was $120,000.As this project would
benefit both the Light and Power and Water Departments,the cost
would be shared by both on a 50/50 basis.FEMA would pay for
67½%and the Town would pay for 32½%of the total project.
Following discussion,the Committee recommends the Town proceed
with construction of a diversion structure authorizing Public
Works Director Widmer and Light and Power Director Dekker to
negotiate and obtain a proposal from Warzyn Engineering,
returning to the Committee for further review.
REPORTS:
93%of water was accounted for during the month of June.The
Fall River Water Treatment Plant was “off line”the entire month
of June due to silt and high water.It is anticipated the plant
will be back “on line”the week of July 13,1986.
The Glacier Creek Discharge Permit has been received.The 5—year
permit will be effective July 25,1986 and will continue through
July,1991.Included in the permit was a letter stating the
Environmental Protection Agency (EPA)was requesting the name of

a Town employee authorized to complete and submit various reports
to the Agency.In an effort to comply with this request,the
Committee recommends Bob Goebring,Water Superintendent,be
listed as the Town’s representative,authorizing Mr.Goehring to
submit any such reports to the Agency.
Public Works Director Widmer reported on a Town-constructed
waterline project for a portion of Avalon Drive.The low—cost
project ($2,000±),will connect existing waterlines with an 8”
line.
A number of complaints have been received concerning discolored
water in the Village Acres area.Staff has been conducting
various tests on the water system and when additional information
has been obtained the Committee will be advised.
