HomeMy WebLinkAboutMINUTES Water Committee 1986-11-130 0 RECORD OF PROCEEDINGS 7 Water Committee November 13,1986 Committee:Chairman Hix,Trustees Aldrich and Barker Attending:All Also Attending:Town Administrator Hill,Public Works Director Widmer,Evan Hall,Clerk O’Connor Ithsent:Finance Officer Vavra EVAN HAIL -WATER SERVICE TO LOT 21,HONDIUS HEIGHTS -DIS CUSSION: At its meeting held October 9,1986,the Committee recommended approval of the rural water application for Evan Hall,535 Hondius Circle.Upon installation of the water service line,it was discovered the water main was actually located 175’east of Lot 21 in lieu of being located in the street adjacent to Mr. Hall’s property.A 6”main extension is required by the Town’s Municipal Code which states the customer shall pay for the total cost of a main extension;however,the Committee stated extenuating circumstances dictated a variance from the Code, therefore the Committee recommends Mr.Hall provide the ditch (approximately 300’)and the Town provide the 6”pipe plus labor for installation.A cost estimate for the Town’s portion of this project is $2,010 plus labor. The Committee also recommends revising the rural water applica tion to include a disclaimer. 1987 BUDGET -REVIEW: The Committee reviewed and discussed the second draft of the 1987 Budget. RURAL WATER APPLICATIONS: REITZ -Mr.and Mrs.Neil Reitz submitted a rural water applica tion to serve their property located at 565 Hondius Circle.The property is within the Northern Colorado Water Conservancy District and partially below 7,850 feet in elevation.The Water Department physically determined the location of the water main. The Committee recommends approval of the Reitz Water Application. SAVITSKE -Dr.Daniel Savitske submitted a rural water applica tion to serve his property located at 1820 Graham Lane.The property is adjacent to the Uplands Subdivision and may not be located within the Northern Colorado Water Conservancy District. The Department has determined the water main is located in the street directly in front of Dr.Savitske’s property.The Commit tee recommends approval of the application contingent upon Dr. Savitske annexing into the Conservancy District should verifica tion prove the property is not included within the District. BULK CONNECTOR RATE -REVIEW OF STUDY: The Committee reviewed the proposed bulk connector rates prepared by DMJM Phillips,Reister,Haley,Inc.A group of users having their own distribution system would obtain water from the Town through a single connection with a master meter.The study compared five different methods of billing bulk water users. Three methods used the assumption that the bulk water user is the same as the individual user in Estes Park,while the other two methods give credit to the bulk user due to the Town not 0 0 RECORD OF PROCEEDINGS Water Committee -November 13,1986 —Page two incurring the expense of billing each individual user every month nor maintaining the water distribution system to which the individual user is actually connected.Following review of each alternative,the Committee recommends approval of Alternative 4: No minimum charge;however,all water used is billed at $4.99/1,000 gallons. The rate is computed as follows: Basic 1987 rural residential rate $2.53/1,000 gal. Plant development surcharge $1.02/1,000 gal. Water rights surcharge $1.44/1,000 gal. Note:Rural pumped-flow rate would be used as applicable. If the bulk user is able to transfer adequate water rights or CBT units to the Town,the rate will be the sum of the first two items only,or $3.55/1,000 gallons. The surcharge on the bulk use connector will remain in effect for a 20-year period after which the surcharge to that connector would be eliminated and the rate paid for water used by that connector would drop to the normal rural residential rate in effect at that time. The Committee also recommends Public Works Director Widmer and Town Attorney White prepare the necessary Ordinance for consid eration by the Board of Trustees.The Ordinance will contain criteria identifying those consumers who would qualify for the bulk connector rate.Each applicant will submit an application for approval by the Water Committee and Board of Trustees. Director Widmer will advise those agencies that requested such a rate of the outcome of the study and recommendation made by the Committee. REPORTS: The Water Use Report indicated 74%of the water accounted for during October.Revenue collected thus far from water sales is $520,677 compared to $471,763 for 1985. Concerning the Cascade Diversion Structure,the Environmental Assessment Report,prepared by Warzyn Engineering,was submitted to the National Park Service October 28,1986.To date,Warzyn has not submitted the drawings.Following discussion,the Committee recommends Director Widmer proceed with the project, initiating the bidding process upon receipt of the drawings.
