1987 BUDGET -REVIEW:
The Committee reviewed and discussed the first draft of the
proposed 1987 Budget.
RURAL WATER APPLICATIONS:
DOLMAN -Mr.James L.Dolman and Katherine D.Lacy submitted a
water service application for their property located on Lots 5
and 6,Olympus Heights (2300 MacCracken Lane).The property is
located below the “blue line”and is within the Northern Colorado
Water Conservancy District.The Committee recommends approval of
the Dolman Water Application.
HALL -Mr.and Mrs.Evan E.Hall also submitted a water service
application for their property located on Lot 21,Hondius Heights
(535 Hondius Circle).The property is located below the “blue
line”and is within the Northern Colorado Water Conservancy Dis
trict.The Committee recommends approval of the Hall Water
Application.
1987 WATER RATES -REVIEW:
The Committee reviewed a proposed Ordinance pertaining to water
rates and charges for 1987.The Ordinance includes a 10%in
crease for tapping charges,water rights fees,and urban and
rural gravity and pumped—flow water rate schedules.Effective
date would be as of the January,1987 meter reading.Following
discussion,the Committee recommends adoption of the Ordinance.
REPORTS:
The Water Use Report reflected 78%of the water being accounted
for;the figure is more accurate due to replacement of the meter
located at the Glacier Creek Water Treatment Plant.
The 404 Permit Application required for construction of the
Cascade Dam Diversion Structure was submitted to the Corps of
Engineers.Two permits will be required:one for the Corps of
Engineers,and one for the National Park Service.A meeting was
held with the Park Service in which they expressed concern that
the Town could deplete the river of water during hydro power
generation.The Park Service has requested the Town perform an
“aquatic life”study for Fall River to determine exactly how much
water would be required to retain the fish population.
Discussion followed,with the Committee recommending the Town
proceed with the Project at the present time,authorizing an
expenditure not—to—exceed $5,000 to perform the aquatic life
study.Warzyn Engineering is now into the final design stage of
the Project.
DMJM is proceeding with the study to devise a bulk-connector
water rate that would be equitable for all consumers.The study
should be available for review at the next Committee meeting.

A portion of the Elkhorn Lodge waterline that crosses Fall River
is in need of replacement.This portion of the line was
washed—out during the flood and was repaired.However,the line
is now exposed and should be replaced.Public Works Director
Widmer reported funds are available in the current budget to
allow such a replacement.The Committee recommends Director
Widmer be authorized to replace the aforementioned waterline for
an expenditure of approximately $5,000.
Mr.Marc Smith has submitted his resignation.Director Widmer
advised the position will be advertised with a new title -Water
Maintenance Supervisor.The salary differential will be minimal
and the Department is in need of a person qualified to oversee
the crew during the Water Superintendent’s absence.
There being no further business,the meeting adjourned.
