NATIONAL PARK SERVICE -REQUEST FOR TOWN WATER TO SERVE HEADQUAR
TERS AREA:
The Committee reviewed a letter dated August 12,1986 submitted
by James B.Thompson,Superintendent/National Park Service.The
letter addressed various aspects of connecting the Rocky Mountain
National Park Headquarters area water system with a 2”tap to the
Town’s water main.The Park Service would “split—off”their
system to serve the Moraine Park area which would allow them to
operate their system on a seasonal basis.There would be no
“co—mingling”of the Town’s water system.Approximately 50
dwelling units,the headquarters and shop would be served by the
Town’s water system.Connection to the Town’s system is based on
a plant development fee plus a water rights fee.The Park
Service owns one 100,000 gallon capacity and one 150,000 gallon
capacity water reservoirs.Depending upon the connection fee,
the Park Service would be interested in pursuing this matter.
The Town has received three other requests for supplying water on
a “wholesale rate”basis;however,a rate structure has not been
available to accommodate the requests.Director Widmer informed
the Committee of a conversation that was held with the Town’s
water rate engineer,Mr.Bob Kemp/DMJM.Mr.Kemp advised a study
could be performed for approximately $2,300 to devise a wholesale
water rate that would be equitable for all consumers.Following
discussion,the Committee recommends authorizing DMJM to perform
the study for approximately $2,300.00.The study should be
completed in 4 -6 weeks;upon receipt,the Committee will review
the report and contact the parties involved.The National Park
Service consented to supplying the number of their fixture—value
units to the Town.
HIGH DRIVE WATER DISTRICT -REQUEST TOWN WATER SERVICE (UPDATE):
Mr.Andy Anderson,etal,representing the High Drive Water
District,appeared before the Committee inquiring if a revision
had occurred in the Town’s water extension policy.The District
currently receives water by their Hondius Pipeline located in the
National Park.The pipeline serves 94 dwellings,however there
is a potential of serving 100 —150 residences.On September 10,
1980,the District requested connection to the Town’s water
system.At that time,the Committee stated the Town would be
interested in serving a smaller district;however,the water
extension policy would apply which includes the development and
water rights fees.The Committee informed Mr.Anderson of the
possibility of serving the District with a master meter on a
wholesale rate basis.No further action was taken pending a
study on a wholesale rate structure which will be prepared by
DMJM.
REPORTS:
Public Works Director Widmer reported the meter located at the
Glacier Creek Water Treatment Plant was found to be defective.

The Accountable Water Report reflects 100%of the treated water
accounted for;the meter has been repaired.
With regard to the Cascade Diversion Structure,the Town has
received the Environmental Assessment Report.Upon review,the
report will be submitted to the National Park Service.
Director Widmer advised a tour of the Town’s water facilities
will be conducted in the near future.
