HomeMy WebLinkAboutMINUTES Water Committee 1986-03-12C C BRADFORD PUBLISHING .RECORD OF PROCEEDINGS Water Committee March 12,1986 Conimittee:Chairman Hix,Trustees Aldrich and Wood Attending:All Also Attending:Town Administrator Hill,Town Attorney White, Water Superintendent Richards,Finance Officer Vavra,Clerk O’Connor Absent:None WINDY GAP -SALE OF WATER: Concerning the sale of Windy Gap Water,Town Attorney White advised he is continuing his inquiries with regard to locating a qualified water broker for the Town. WINDY GAP -PAYMENT OF ASSESSMENT: The Committee reviewed a letter dated February 25,1986 submitted by the Northern Colorado Water Conservancy District.The letter granted conditional approval of a payment schedule.The Board’s approval of the payment schedule is subject to approval by Bond Counsel.A question has arisen within the District concerning assessing interest on the Town’s account.Pending notification from the District regarding Bond Counsel’s opinion,no further action was taken by the Committee. AUGMENTATION PLAN -REVISION: The Committee recommended approval of the Augmentation Plan at their meeting held January 9,1986.The recommendation included authorizing Town Attorney White to present the Plan to the Water Court.Due to the addition of a paragraph addressing “Consumptive Use Factors”,a revision of the Plan was necessary. The Committee recommends approval of the revised Augmentation Plan,authorizing Town Attorney White to file the Plan with the Water Court located in Greeley. LOCAL CROSS-CONNECTION CONTROL -ESTABLISHMENT OF PROGRAM: Water Superintendent Richards reported on recent State law requiring establishment of an Ordinance or binding policy con cerning cross—connections.The definition of “cross—connection” is:any connection which would allow water to flow from any pipe,plumbing fixture,or water system into a water system supplying drinking water to the public.By installation of “check valves”,the “back—flow”of water entering the public water system should be prevented.The first step to be taken in establishing the Cross-Connection Control Program will be prepa ration of an Ordinance.The City of Lonqmont has implemented the Cross—Connection Control Program and Water Superintendent Richards will be attending a meeting with Longmont Officials to obtain additional information.In establishing a program for the Town,the first order of business will be the preparation of an Ordinance.Included in the Ordinance,will be a provision requiring inspection of water connections.Two Water Department employees have attended training courses relating to inspection for cross—connections and have been “certified”by the Colorado Department of Health.Superintendent Richards will obtain additional information and return to the Committee for further review. Q RECORD OF PROCEEDINGS Water Committee -March 12,1986 —Page two REPORTS: The February Water Use Report indicated the amount of water accounted for as being 83.8%. To allow the Bureau of Reclamation to perform maintenance work on the Marys Lake Penstock and diversion structure,water will not he available through the penstock for approximately 30 days in June and July.In anticipation of this maintenance,Water Super intendent Richards has requested Marys Lake be filled to capacity which should allow an adequate water supply for the Town. Water Superintendent Richards is continuing to inspect the water system being constructed for the Thunder Mountain Subdivision. To date,a Water Agreement between the Thunder Mountain Develop ers and the Town has not been received. There being no further business,the meeting adjourned. Vickie O’Connor,Town Clerk I
