HomeMy WebLinkAboutMINUTES Water Committee 1987-07-09C C RECORD OF PROCEEDINGS /Water Committee July 9,1987 Committee:Chairman Dickinson,Trustees aldrich,Barker Pttending:P1l Also Attending:Town Administrator Hill,Public Works Director Widmer,Finance Officer Vavra, Assistant Public Works Director Gerstberger, Secretary Heifner Absent:None STREAMING CURRENT MONITOR Assistant Director Gerstberger presented a memorandum noting the possibility of increased treatment standards and water testing requirements and proposing the purchase of a chemical feed control system.In order to begin preparing for these changes in water treatment standards,and to provide more efficient operation of the treatment plants,Staff proposes purchase of a Streaming Current Monitor (SCM)for the Glacier Creek Plant.This device will: -pace the chemical feeder to the raw water turbidity; —pace the chemical feed indirectly to the flow rate. Cost estimates were solicited/received from suppliers of the following three manufacturers: Milton—Roy $9,000 Neptune 7,600 Chemtrac 6,700 Adequate money is budgeted for this expenditure.The Committee recommends purchase of a Streaming Current Monitor at a cost of $6 ,700. PRELIMINARY CORROSION STUDY Assistant Director Gerstberqer presented a memorandum outlining a proposed study to examine treatment and operational alternatives for dealing with the corrosion problems experienced by many areas of the system.It is proposed that the Town retain the services of Stewart Environmental Consultants (SEC)to assist Staff in conducting the study.SEC specializes in environmental engineering and is experienced with this type of study.The proposed scope of services includes:review of corrosion symptoms,locate sources of corrosion, develop Caldwell-Lawrence diagrams and Lagalier index spreadsheet, review coupon testing and marble test,plot water analyses results on map of system,review system analysis from master plan,and evaluation of report findings. The Committee recommends the services of SEC be retained to conduct this study at a not—to—exceed cost of $8,000.The study will take approximately 120 days to complete. NORTH FRONT RANGE WATER QUALITY PLANNING ASSOCIATION The Committee and Staff reviewed the benefits of regional water quality planning and the impact that the dissolution of the Larimer—Weld Regional Council of Government will have on water quality planning in the region.Information about the North Front Range Water Quality Planning Association that is being proposed to replace COG’s 208 Water Quality Advisory Committee in the area of water planning was presented. Assistant Director Gerstberger has participated in the organizational meetings of the new organization and Attorney White •0 C RECORD OF PROCEEDINGS Water Committee -July 9,1987 -page two has reviewed the proposed Articles of Association twice during the development process.Dues for the new organization are estimated to range between $600 and $1000 per year.The Committee recommends approval of the Articles of Association by the Town and that the Mayor be authorized to sign the Articles for the Town. REPORTS: The Committee reviewed the following June 1987 reports:customer service response,charts indicating usage/revenue of water, accountable water report (73%accounted for),adjustments for June 1987,water use record,and a water use comparison sheet. Cascade Diversion Structure Pending confirmation of the Park Service’s acceptance of the Town’s offer,bids will be solicited this Fall for construction of this structure.
