HomeMy WebLinkAboutMINUTES Water Committee 1987-03-120 0 BRADFORD PUBLJSHING .RECORD OF PROCEEDINGS “Water Committee March 12,1987 Committee:Chairman Dickinson,Trustees Aldrich and Barker Attending:Chairman Dickinson,Trustee Barker Also Attending:Trustee Habecker,Town Administrator Hill,Public Works Director Widmer,Finance Officer Vavra,Assis tant Public Works Director Gerstberger,Mr.and Mrs. Richard Hannigan,Paul Kochevar,Clerk O’Connor Absent:Trustee Aldrich DEVELOPMENT PLAN #87-1/HANNIGAN -REQUEST TOWN PARTICIPATION IN WATER EXTEN SION COSTS: The Committee reviewed a letter dated March 11,1987 submitted by Paul Kochevar/Estes Park Surveyors and Engineers regarding Development Plan #87-1 for Lot 3,Block 5,First Addition to Lone Pine Acres.The development plan received approval of the Planning Commission contingent upon the applicant providing adequate fire protection.In the 1960’s,when Lone Pine Acres was platted,2”and 4”water lines were installed.By today’s standards,the 4” line is not large enough to supply adequate fire protection.The applicant is proposing to connect the existing 8”water line along U.S.Highway 34 to the existing 4”line along the lower end of Lone Pine Acres in Raven Avenue;he would purchase all of the pipe for a not-to-exceed expenditure of $9,000 and the Town would perform all construction.The applicant confirmed he does not anticipate a refund on any future water taps.Staff has estimated cost of the project to be $23,000 including material and labor.Discussion followed concerning the Town’s Water Master Plan for this area and responsibility for adequate fire protection.Staff could provide the labor for approximately $14,000.00.The Committee recommends the Town participate in construction of the water line extension by performing all construction,directing Town Attorney White to prepare the Agreement. DISCHARGE PERMITS -REVIEW OF PROPOSAL: As recommended by the Committee February 9,1987,DMJM submitted a proposal for the 5-year discharge permits for the Big Thompson and Fall River Water Treatment Plants.The estimated total cost is $1,600.00. The State Health Department placed two (2)conditions when the Glacier Creek permit was issued -(1)preparation of a spill containment plan and (2) installation of metering facilities on the effluent discharge;to date,the Town has not satisfied these conditions.DMJM also submitted a cost estimate of $500.00 to prepare the aforementioned plan and $1,500 for preliminary design work to resolve the effluent metering questions.Funds are available in the 1987 Budget to perform both projects. Following discussion,the Committee recommends acceptance of the following proposals submitted by DMJM: 1.Preparation of two (2)discharge permits $1,600.00 2.Preparation of a spill containment plan $500.00 3.Preparation of a preliminary design for the effluent discharge $1,500.00 TOTAL $3,600.00 WINDY GAP ASSESSMENT —DISCUSSION: The Windy Gap Assessment of $752,000 is due April 1,1987.The Committee reviewed and discussed two possible methods of payment: 0 0 RECORD OF PROCEEDINGS Water Committee -March 12,1987 -Page two Alternate #1:Borrow $675,000 Water Department 1987 Budget 77,000 TOTAL $752,000 Alternate #2:(Source of funds) Reduce Water Department Contingency Fund to zero $110,000 Water Department 1987 Budget 77,000 Reduce Capital expenditures from $250,000 to $55,000 195,000 Borrow from the Insurance Reserve Fund 370,000 TOTAL $752,000 Following discussion,the Committee recommends Alternate #2 as the method of payment of the Windy Gap Assessment. PURIFICATION EQUIPMENT -AUTHORIZATION TO PURCHASE: Two firms responded in quoting purification equipment prices,as follows: Canyon Systems,Inc.,Golden $2,590.00 Tech Sales,Englewood $3,402.00 Existing manual chlorinators will be automated which will result in safety and operational improvements.The Committee recommends accepting the low bid in the amount of $2,590.00 submitted by Canyon Systems,Inc. REPORTS: The Committee reviewed the February Water Reports which included the Customer Service Response Report,two graphs comparing water billed vs.water revenue,and Accountable Water Report which indicated 68%of the water accounted for. Concerning the Cascade Diversion Structure,Mayor Dannels has submitted a letter to the Corps of Engineers responding to comments which were received by the Corps during the public comment period. Staff is in the process of reviewing the Bulk Rate Ordinance prepared by Town Attorney White.Staff anticipates submitting the Ordinance in April for review by the Committee. The Committee reviewed the response concerning the bulk water rate written by DMJM to the Town and then forwarded it to the National Park Service. In a letter dated February 17,1987 submitted to the Northern Colorado Water Conservancy District,the Town authorized the District to convey the following proposal to Anheuser Busch:the Town would rent 39 units of Windy Gap water for $19,500.Anheuser Busch would be responsible for all costs incurred by the Town for the delivery of the water and Anheuser Busch would be obligated to pay the rental fee whether or not they actually took delivery of the water. No further information was available at this time. The Annual American Water Works Association Conference will be held in Kansas City June 14 —18,1987. A tour of the Fall River Water Treatment Plant will be scheduled in April. There being no further business,the meeting adjourned. -Vickie O’Connor,Town Clerk
