HomeMy WebLinkAboutMINUTES Water Committee 1988-08-110 0 RECORD OF PROCEEDINGS V Water Committee August 11,1988 Committee:Chairman Dickinson,Trustees Barker and Garrett Attending:All Also Attending:Trustees Aldrich and Habecker,Town Administrator Klaphake,Public Works Director Widmer,Finance Officer Vavra, Clerk O’Connor Absent:None Chairman Dickinson called the meeting of the Water Committee to order at 2:00 P.M. PROSPECT MOUNTAIN DEVELOPMENT COMPANY -REQUEST REVIEW OF WATER SERVICE AGREEMENT. Pursuant to a request submitted by Don Spomer/Prospect Mountain Development Company,the Committee reviewed the water service agreement for Prospect Estates Addition.Mr.Spomer particularly requested review of Paragraph “E”relating to the Town monitoring the actual cost of the system for a period of five years.The agreement was signed March 22,1983;however,the water system was not conveyed to the Town until April,1984.As the five-year period has not yet elapsed,the Committee recommends Director Widmer advise Mr.Spomer in writing that the request is prema ture;the review will,however,be conducted as prescribed in said agreement. MDC 1989 PAYMENT -REQUEST TO AMEND PAYMENT SCHEDULE. Town Administrator Klaphake advised discussion on this item could take place in open session;however he cautioned the Committee to safeguard their inquiries.The Committee reviewed a memorandum dated August 1,1988 submitted by Town Attorney White.In discussions held with Gary Mandarich/MDC,Mr.Mandarich inquired as to the possibility of making the 1989 payment over a period of time for the purchase of the Town’s Windy Gap units.Phasing the payments could be beneficial to both MDC and the Town due to consideration of the Town’s needs and those of MDC.With acceptance of a mutually agreeable arrangement,MDC could fund certain construction costs in lieu of the lump—sum payment due March 1,1989.The contract price remains firm and the Town would not be placed in jeopardy with regard to security. Following discussion,the Committee recommends Town Attorney White develop a proposal for review by the Committee.The Committee stressed that at this time,the recommendation was not intended to be an endorsement of extending payments. WATER TREATMENT PLANTS CORROSION CONTROL AND PREDESIGN WORK - DISCUSSION. Public Works Director Widmer reported he had received proposals from the four consultants recommended July 14,1988.Three proposals were similar in nature;however,one proposal advised the technology and method to solve corrosivity was readily available.Fort Collins conducted a similar study in 1981-82 and they are now in the process of modifying their treatment plants accordingly.In a meeting with staff from Fort Collins,Town staff toured a water treatment plant and they have suggested the approach be revised on this project.Staff is proposing the pilot plant work be diminished,with the primary focus to be aimed at design work to ascertain what can be done to cure the corrosivity in the water.RFPs will be prepared and each firm 0 0 RECORD OF PROCEEDINGS Water Committee -August 11,1988 -Page two will be required to list their experience.Staff appreciated the “open approach”proposal submitted by one firm;however,Director Widmer confirmed this firm would not receive preferential treatment.The Committee recommends approval of the approach, and authorized staff to proceed.The Committee will be advised of the interview selection status in a work session. RURAL WATER APPLICATIONS. Jasim &Linda Al-Rijab.The Committee reviewed a Rural Water Application submitted by Jasim and Linda Al-Rijab for property located at 1885 Spur 66.The property is within the Northern Colorado Water Conservancy District and presents no problem to the Water Department.The Committee recommends approval of the application. Muriel L.MacGregor Charitable Trust.MacGregor Ranch also submitted an application.The property is within the District and can he served by the Town.The Committee recommends approval of the application. The Committee also recommends staff contact Town Attorney White with regard to allowing staff to approve Rural Water Applications in lieu of the Committee;the Committee could review “appeals.” 1988 WATER SYSTEM IMPROVEMENTS -REQUEST AUTHORIZATION TO SOLICIT BIDS. Director Widmer reported the drawings have been completed for the following 1988 Water System Improvements:Pressure Reducing Station,Stanley Avenue 12”line,Cleave Street 12”line and an 8”line on Lexington Lane.Design has not been completed for the 12”line on Moccasin Saddle.If bids are taken as soon as possible,the improvements could be completed by late November. The Committee recommends Director Widmer be authorized to request bids for the 1988 Water System Improvements. CRYSTAL WATER COMPANY -REQUEST FOR EMERGENCY WATER CONNECTION. The Committee reviewed a letter dated August 10,1988 submitted by N.E.Kitchen/Crystal Water Company.An emergency supply of treated water for an undetermined period of time is being requested until the storage tank is supplied with sufficient water to supply usage.Water Superintendent Goehring has reviewed this request and reported a temporary 2”meter could be installed as soon as Friday,August 12th.Installation would include a back—flow preventer.The Town would charge the bulk rate of $5.50/1,000 gallons of water.Both the Health Department and Water Superintendent Goehring would inspect the system. Staff anticipates the period of time to be approximately 2 months.The Committee recommends approval of the emergency request,performing the installation as soon as possible.As the water shortage affects Carriage Hills fire protection,the Committee also recommends Water Superintendent Goehring advise Fire Chief Rumley. FAWN LANE WATER LINE CONSTRUCTION -AUTHORIZATION TO PROCEED. Director Widmer reported Fawn Lane was included in the 1988 Street Improvement Project for new street paving.Staff has determined the water line is in need of replacement which should be completed prior to actual paving of the street.All materials are on hand,and adequate funds are available in the budget for this project.The new water line will increase fire protection for this area.The Committee recommends Director Widmer be authorized to install a new water line on Fawn Lane. 0 0 BRADFORD PUBLISHING .RECORD OF PROCEEDINGS Water Committee -August 11,1988 -Page three Trustee Aldrich complimented the Department in coordinating the street overlaying project with public entities prior to actual placement of the asphalt. REPORTS. The Committee reviewed the Citizen Service Response,Water Billed,Water Revenue,and Accountable Water (82%of all treated water was accounted for)Reports for the month of July. It is anticipated the Fall River Water Treatment Plant may begin operation in October. The Committee also reviewed the “Forecasts compared to Actual” Report prepared by Finance Officer Vavra. As the remaining agenda item would contain discussion concerning negotiations with CRYSTAL WATER COMPANY,consensus of all Trust ees in attendance was to enter executive session.
