HomeMy WebLinkAboutMINUTES Water Committee 1988-07-14RECORD OF PROCEEDINGS /Water Committee July 14,1988 Committee:Chairman Dickinson,Trustees Barker and Garrett Attending:All Also Attending:Town Administrator Klaphake,Public Works Director Widmer,Assistant Public Works Director Gerstlierger,Finance Officer Vavra, Trustees Aldrich,George Clausen from Rocky Mountain Consultants,Lorraine McCown Absent:Clerk O’Connor The meeting was called to order at 2:00 P.M.by Chairman Dickinson. WATER TREATMENT PLANTS Discussion was held on the Water Department’s request to seek proposals for a predesign Bench Scale Pilot Study for a new water treatment plant. Assistant Director of Public Works Gerstberger stated that Stewart Environmental Consultants,Inc.has finished a work plan on Water Treatment Process Evaluation for Corrosion and Giardia Control designed to assist staff in obtaining funding for a bench scale modeling study of both the Town’s surface and CBT water. He explained that changes in laws over the years have required the Town to add chemicals making our water more aggressive.This means that Estes Park’s pure,soft water is taking the metal from our water pipes thus causing our colored water problem.The Town’s plant operators have been using alkalinity and calcium charts developed in the corrosion study and applying that knowledge to improve and reduce the corrosivity of our water. The quality has improved,but the water is still aggressive. The purpose of a bench scale pilot study is to construct,on a small scale,a model plant out of plexiglass using miniature pumps to test chemicals and processes. Assistant Director Gerstberger went on to say several funding agencies had been contacted,all of whom think the bench pilot study is a good idea,but have no monies at this time.He also said the deadline had passed for submittal to the EPA and AWWARF. The EPA was interested but would rather do funding of a full scale project with the aid of an agency like CSU. He also reported that in the near future three one million gal./day package plants will be coming on the market.If we could purchase one of these plants it would cut the cost of the Marys Lake Plant to 1/3 of the original cost. He then suggested the Town do a scaled down bench scale study with its own people and at the same time work with a consulting firm to do the statistical part of the project.After this testing is done,a decision would be made on purchase of the package plant(s),and full scale tests using the treatment plants would be performed.Funding would be sought for this phase of the work. C RECORD OF PROCEEDINGS Town Administrator Kiaphake then suggested that the monies received from sale of Windy Gap should be earmarked for water department projects. A discussion was then held on the consultant selection process. The committee recommended:HDR,Black &Veatch,Stewart Environmental,Inc.,and Rocky Mountain Consultants be selected for interviews based on their technical expertise in this field, experience and qualifications of their staff,past project performances and familiarity with our system. Following submittal of proposals staff will hold interviews and a work session with the committee to discuss the final selection. WINDY GAP Director Widmer reported Greg White had received a letter concerning an appointment to the Operations Committee for Windy Gap.The Committee recommended Bob Goeliring be appointed with Director Widmer as alternate to fill this position. THUNDER MOUNTAIN SUBDIVISION A rural water application had been submitted in 1987 when the system was not complete.They have filed another application for the remaining lots (50 units).The committee recommended approval of the application with the condition that all property in the subdivision must annex to the Municipal Subdistrict before water can be served. REPORTS Director Widmer reported on customer service calls and water sales.70%of all treated water was accounted for. The meter test bench setup has been completed and state certified.In September the Water Department will start a program to test and replace 300-400 meters a year. Director Widmer reported with much reluctance the resignation of Assistant Director Gerstberger effective August 1.The Committee then recommended that Assistant Director Gerstberger be acknowledged by the Town Board for his patience and hard work with the Committee during his tenure with the Town. CRYSTAL WATER CO.-REVIEW OF NEGOTIATIONS The Committee then adjourned to Executive Session to discuss negotiations involving Crystal Water Company.
