METER “TEST BENCH”-REVIEW OF BIDS.
The Committee reviewed a memorandum dated February 16,1988
submitted by Public Works Director Widmer which addressed the
purchase of a meter “test bench.”A test bench would enable the
Department to test up to eight (8)water meters at the same time.
Meters are now tested on a manual basis,one—at—a—time.The
water meters will soon be 12 years old and it is now appropriate
the Town begin an ongoing meter testing and calibration program.
This purchase was included in the 1988 Budget.The following
bids were reviewed:
Dana Kempner $5,250
Mountain States Pipe &Supply 6,505
Water Works Sales 6,750
Director Widmer reported a “previously owned”meter test bench is
now available;should this bench prove satisfactory,a savings of
approximately $2,000 could he realized.An additional $750 in
installation costs is necessary for a storage tank,pumps,and
plumbing.Following discussion,the Committee recommends staff
inspect the used test bench;should the bench be unsatisfactory,
the Committee recommends accepting the low bid in the amount of
$5,250 submitted by Dana Kempner.Authorization for an addition
al expenditure of $750 was also recommended.
WEIR GATE REPLACEMENT -REVIEW OF ESTIMATE.
The Committee reviewed a memorandum dated February 16,1988
submitted by Public Works Director Widmer pertaining to the
replacement of the weir gates located at the Fall River Water
Treatment Plant.The wooden weirs force water in the
flocculation chambers to change flow direction and allows proper
mixing of chemicals with the water.This item was also included
in the 1988 Budqet.Estimated replacement costs,including
materials and Town staff,is $2,000.00±.The Committee recom
mends approval of the $2,000±expenditure for the weir gate for
the Fall River Plant.
WATER PLANT VEHICLE -REQUEST AUTHORIZATION TO BEGIN BIDDING
PROCESS.
Director Widmer reported the 1988 Budget also contained funds for
the purchase of a vehicle to he used by the water plant operator.
The Committee recommends approval of the request to obtain bids
for the vehicle.The Committee will review the bids upon
receipt.
A.W.W.A.CONFERENCE -REQUEST AUTHORIZATION TO REGISTER ASSISTANT
PUBLIC WORKS DIRECTOR.
Public Works Director Widmer reported the 1988 A.W.W.A.Confer
ence will be held June 19th -23rd in Orlando.Attendance at the

conference would be very beneficial to the Town and Assistant
Director Gerstberger.The Committee recommends approval of the
request.
REPORTS.
The Committee reviewed the Customer Service Response Report and
Water Reports for January.
Total water billed is up 11.8%and revenue is up 19.8%for the
month of January.
73%of all treated water was accounted for in the Accountable
Water Report for the month of January.The “bleeders”account
for a significant expenditure.When work begins on the Water
Master Plan,it is anticipated the bleeders will eventually be
eliminated.
Water Superintendent Goehring was able to negotiate a compromise
with regard to the con’mon trench for the power and water lines in
the Prospect Estates P.U.D.,7th Filing.
Approximately 11 firms responded to the RFP5 for revision of the
Water System Design and Construction Standards.The Committee
will review the proposals in March.
The Committee reviewed a drawing of the West Elkhorn Streetscape
Project.EPURA anticipates constructing sidewalks along West
Eikhorn Avenue which could potentially necessitate relocation of
the water main.Additional information will be forthcoming.
The Windy Gap Assessment is due April 1st,and staff will submit
contingency plans for this payment during the Committee meeting
in March.
Town Attorney White will also attend the meeting in March to
advise the Committee of legal ramifications regarding the Town’s
stream rights located inside National Park Service boundaries.
The Committee viewed a video tape of the construction in progress
at the Cascade Diversion Structure.
