EPURA -REQUEST TAP FEE WAIVER FOR CONFLUENCE PARK.
The Committee reviewed a letter dated January 7,1988 submitted
by Art Anderson,Executive Director/EPURA requesting the Town
waive its fee for a 2”water tap in the Confluence Park area.
The Town invoiced EPURA $8,650 for a 2”water tap and allowed a
credit in the amount of $2,432 for two existing 3/4”water taps
for a total due of $6,218.Director Widmer reported the Water
Department has not charged a tap fee for any of the Town’s park
projects;EPURA has been included in this general philosophy.It
has been determined most municipalities require all agencies to
pay tap fees.Director Widmer suggested the Town adopt a policy
and begin charging all customers for tap fees,regardless of
inter—departmental status.Following discussion,the Committee
recommends (1)such a policy be adopted,and (2)denial of
EPURA’s request.
STREAMSIDE COTTAGES -REQUEST TOWN’S PARTICIPATION IN WATER MAIN
EXTENSION COSTS.
Bill Van Horn appeared before the Committee representing Bob Van
Horn,Developer of Lot 2,Deer Crest Subdivision.A development
plan for the aforementioned property was submitted to the Plan
ning Commission December 15,1987.One of the conditions for
approval included resolution of the water line extension.Mr.
Van Horn submitted a proposal whereby the proposed 6”water line
would be extended to an existing 2”line,and the proposed fire
hydrant would be relocated to the south approximately 200’.If
the Town supplied the 6”pipe from the south side of the river
crossing to the existina 2”line,the developer would provide the
excavation and installation.Public Works Director Widmer
reported the material is currently in stock at the service
facility.The Town has an opportunity to upgrade its system to
existing customers at a minimal cost.Staff suggested approval
of the proposal contingent upon the developer preparing and
submitting engineered design drawings and “as—built”drawings of
the waterline project.The engineered design drawings would
require Town approval prior to construction and the “as—built”
drawings would require Town acceptance when the project is
constructed.The Committee recommends approval of the proposal
contingent upon the aforementioned conditions.
PROSPECT MOUNTAIN P.U.D.,7TH FILING -REQUEST TO ALLOW COMMON
TRENCH FOR POWER AND WATER LINES.
On October 20,1987,the Planning Commission conditionally
approved the Final Plat for the 7th Filing of Prospect Mountain
P.U.D.Director Widmer reported revised drawings were submitted
the day of the meeting;an adequate amount of time was not
allowed for a thorough review,however,the plans did indicate

other utilities under the water line.Due to the limited review
period,the revised drawings did not receive Town approval.Bill
Van Horn,representing the developer,appeared before the Commit
tee seeking resolution of the common trench for both power and
water lines.Water Superintendent Goehring reported on increas
ing maintenance and safety concerns the Department is experienc
ing with this concept of construction.Director Widmer stated
the Town’s Water System Design and Construction Standards,
adopted in 1979,did not specifically address a common trench for
utilities.Mr.Van Horn stated the developer is concerned with
any potential hazard due to the common trench;however,in Mr.
Van Horn’s opinion,construction was performed pursuant to the
National Electric Code which has also been adopted by the Town.
Installation of two separate trenches does not alleviate a
potential electrical hazard.Mr.Van Horn also stated general
practice today is to consolidate utilities in one trench.
Following discussion,the Committee recommends the developer
submit a cross—section agreeable to the Town,finding an area for
negotiation.
CORROSION STUDY -PRESENTATION OF FINAL REPORT AND RECOMMENDA
TIONS.
Final Report:As recommended by the Committee July 9,1987,
Stewart Environmental Consultants conducted a Corrosion Study to
examine treatment and.operational alternatives to deal with
potential corrosion problems in the Town’s water system.Dave
Stewart presented the final report and summarized key points of
the study which include:(1)the water is extremely corrosive
(the raw water is corrosive and becomes more so with treatment)
(2)A “pilot plant”should be constructed and operated to aid in
the evaluation of chemicals and treatment schemes which could be
implemented in the existing plants,and (3)a dichotomy exists in
treating the Town’s water——full chemical treatment removes
Giardia;however,this treatment increases corrosivity.Two
computer software programs were developed and submitted which
will aid water treatment plant personnel in developing a chemical
addition program which can reduce corrosion rates.
Director Widmer stated a great deal of useful information was
supplied in the report.The Town’s distribution system is almost
entirely cement-lined ductile iron pile and hare steel pipe.
Reducing the corrosion rate is of utmost importance.
PILOT PLANT --REQUEST TO FUND APPLICATION.
The Committee reviewed a memorandum dated January 12,1988
submitted by Assistant Director Gerstberger.In summary,the
memorandum advised funds might be available through a grant
program offered by the Environmental Protection Agency (EPA)for
cost of operation of the pilot plant recommended in the Corrosion
Stud’T.Stewart Environmental Consultants has submitted a pro
posal in the amount of $6,000 for development of a work plan
which would be submitted to EPA.The initial expenditure of
$6,000 could presumably be the Town’s only cash outlay in this
project.The pilot plant program might be shared at a later date
with various other mountain communities.Discussion followed,
with the Committee recommending the Stewart Environmental pro
posal in an amount not—to—exceed $6,000 he approved and that
application for the pilot plant be made.
WATER SYSTEM DESIGN AND CONSTPUCTION STANDARDS -REQUEST AU
THORIZATION TO BEGIN RFP PROCESS.
As stated previously during the meeting,the aforementioned
standards were adopted in 1979.The Department is requesting
authorization to begin the RFP process to update the standards.
An update should be completed prior to the Department’s 1988

Capital Improvement Program.Project estimates are difficult to
ascertain at this time;however,prior to additional action,the
Committee would receive an opportunity to review all proposals.
The Committee recommends approval of the request.
REPAYMENT OF LOAN NECESSITATED BY WINDY GAP ASSESSMENT.
The Committee reviewed a schedule for repayment of the aforemen
tioned loan in the amount of $370,000 from the Self Insurance
Fund.The interest—free loan from the Self Insurance Fund was
necessitated by the Windy Gap Assessment for 1987.Finance
Officer Vavra listed three options for repayment:
1.A combination of cash on hand and maturing CDs which
would result in complete repayment by May,1988.
2.Repay the loan in full prior to April 1,1988 from
maturing CDs.
3.Repay the loan from proceeds of the sale of the Windy
Gap water.
The Committee recommends Option 2 be approved which would result
in payment in full prior to April 1,1988.
REPORTS:
The Committee reviewed the Customer Service Response Report for
December,1987.
Year—end water billed has increased 10.6%and year—end water
revenue has increased 16.8%.
71%of all treated water was accounted for in December.Meter
reading cycles were disrupted which affects the Accountable Water
Report.The monthly peak of 1,024,000 gallons of water was
reached December 26,1987.
Work is proceeding on the Cascade Diversion Project.Footings
have been poured for the north half of the river.The contractor
is in the process of forming—up the river walls.
New filter sand was installed at the Glacier Creek Plant.Water
Superintendent Goehring devised a system of installing the sand
in lieu of carrying the 100#sacks.Cost savings have been
extremely significant.The recently installed streaming current
monitor is tracking turbidity and flow rate;with the new filters
and associated equipment,the plant is operating at a very high
efficiency.
The Department is in the process of replacing all media of both
filters at the Big Thompson Plant also.The plant is “off-line”
at the current time;however,the plant should be in full opera
tion by end of January.
