Chairman Dickinson called the meeting of the Water Committee to
order at 2:02 P.M.
ESTES VALLEY RECREATION AND PARK DISTRICT -REQUEST FOR BULK
WATER FEE REDUCTION FOR 18-HOLE GOLF COURSE.
The Committee reviewed a letter dated October 31,1988 submitted
by EVRPD Executive Director Stanley C.Gengler.Mr.Gengler
advised that for many years,the 18-hole golf course has used a
“standpipe connector”as a bulk water source for irrigating the
greens.The standpipe was used only during the winter months,
and this Fall,due to a leak,the standpipe was disconnected.
The District’s primary area of concern is the relationship of
winter care and the ability of the greens to rebound in the
Spring.Public Works Director Widmer advised the District could
obtain water from the bulk water dispenser at the Park Shop;
however,the District is concerned with the financial impact.In
addition,the standpipe was never metered.The District is
requesting a fee waiver or fee reduction for bulk water.The
bulk water fee is $5.50/1,000 gallons of water.Discussion
followed concerning various options,with the Committee
recommending the Town offer the District bulk water at no charge
during the 88/89 winter season only,suggesting the District
“winterize”its source of water during the summer season.The
recommendation will enable the Town to account for the water.
Any bulk water furnished after the 88/89 season will be charged
at the bulk rate in effect at the time.
The Department is making strides in attempting to ensure all
water is metered.As there are questions concerning various
Town-owned facilities that may not be metered,staff will meet to
discuss potential recommendations for consideration by the
Committee.
WILLIAM WATSON -REQUEST TRANSFER OF WATER TAP.
In a letter dated October 24,1988,Mr.and Mrs.William Watson
requested a transfer of their water tap from their former
property located at 170 Spruce Drive (Ice House Property)to an
alternate piece of commercial property.The Committee also
reviewed a memorandum dated November 7,1988 submitted by Art
Anderson/EPURA.EPURA gained the property in question through
condemnation action.Acting on behalf of the Watson’s,the
Committee strongly requests EPURA honor Mr.Watson’s request and
transfer the water tap.
WATER CONSULTING SERVICES -UPDATE.
Public Works Director Widmer submitted a memorandum dated Novem
ber 10,1988 which stated 12 firms or combinations thereof
responded to the RFP for Water Consulting Services.A work

session to review the proposals has been scheduled for November
22nd at 10:00 A.M.-the Committee is invited to attend.
TOUR OF WATER FACILITIES.
Time and weather permitting,the Committee may tour any of the
various water treatment plants or other facilities.This item
will be retained on the agenda for this purpose.
REPORTS.
The Committee reviewed the October water reports.74%of all
treated water was accounted for.The peak usage day was October
2nd,with 1.41 million gallons of water.This is the highest
usage day since October,1980.Year—to-date water billed has
increased 54%,and revenues are up 15.2%from those figures
collected in October,1987.
The 1928 Water Project has been delayed approximately 1 week due
to the obstruction of rock in Stanley Avenue.The overall
project is progressing as anticipated and staff is well pleased
with the contractor.
Town Attorney White reported various language changes have taken
place concerning the Crystal Water Company Purchase Agreement.
Closing may not occur until December or January;however,said
changes do not include any items of substance.
There being no further business,Chairman Dickinson adjourned the
meeting at 3:03 P.M.
