HomeMy WebLinkAboutMINUTES Light and Power Committee 1986-01-02C C RECORD OF PROCEEDINGS /Light and Power Committee January 2,1986 Committee:Chairman Graves,Trustees Brown and Laing Attending:Chairman Graves,Trustees Brown and Laing Also Attending:Town Administrator Hill,Light and Power Director Dekker,Finance Officer Vavra,Clerk 0’Connor Absent:None ENERGY CONSERVATION -RESOLUTION: Director Dekker presented a “draft”resolution relating to energy conservation.The resolution will demonstrate the Town of Estes Park is encouraging energy conservation and promoting the use of renewable energy resources to the Western Area Power Administration.The Committee recommends adoption of the resolution. MARYS LAKE SUBSTATION -AUTHORIZATION TO REQUEST PROPOSALS: Light and Power Director Dekker informed the Committee of the urgency in beginning preparations to double the capacity of the Marys Lake Substation if the system is to be in operation by next winter.In the event of a catastrophe,approximately 1/3 of the Town’s electric customers could be without power should Marys Lake Substation remain at its current capacity.Due to the crucial timing and delivery of the transformer bank,the Committee recommends the Marys Lake Project get underway,with Director Dekker obtaining engineering proposals and returning to the Committee for further review.With regard to the transformer bank,the proposals will seek the length of time required to prepare and submit the documents which will provide the informa tion needed to bid the transformer itself.Approximate delivery for the transformer bank is 40 weeks.It is anticipated flexible funding through F.E.M.A.will be used for this project. ELECTRICAL ENGINEER POSITION -AUTHORIZATION TO ADVERTISE: The Committee discussed the Electrical Engineer Position for the Light and Power Department.Duties will primarily consist of customer contacts,layout of underground wiring,attend meetings, update system mapping,and design electrical lines and ex tensions.Due to system growth,an experienced engineer will be sought to fill the position.Salary range will be $30,000-$40,000.The Committee recommends Light and Power Director Dekker be authorized to advertise the electrical engi neer position,effective immediately. REPORTS: In reviewing preliminary “year—to—date”figures,the following data was obtained:Active Accounts Billed increased 2.90%;Total Kilowatt Hours increased 4.56%;Total Revenue increased 1.73%; Average Cost per Kilowatt Hour decreased 2.65%;Average Kilowatt Hours per Customer increased 1.57%;and the Average Revenue per Customer decreased 1.13%. Finance Officer Vavra and Leonard Roulas/Division of Disaster Emergency Services have met on several occasions to discuss minor discrepancies in the documentation for flood—related projects. All items are still pending at this time. Platte River Power Authority will increase their employee’s wages 2%for everyone above Grade 16 and 4%for everyone below Grade BRADFORD PUBLISHING .RECORD OF PROCEEDINGS Light and Power Committee -January 2,1986 -Page two 16.A dividend in the amount of $500,000 has been paid to Platte River by Trapper Mine. Delivery has been made on the new compressor truck unit authorized in December,1984. Five underground primary line installations totaling approximately one mile have been completed by the Light and Power Department:Stanley Village,Fish Creek,Dry Gulch,the Golf Course and Tregent Park. Director Dekker advised he had contacted the Town’s Rate Consul tant regarding the Estes Valley Recreation and Park District request to modify the electric billing for Hidden Valley.A rate cannot be developed for only one customer on the system.Follow ing discussion,the Committee recommends the Town respond to the District requesting the District make a commitment on the scale of operation anticipated at Hidden Valley,thus allowing the Town to make a determination on the potential impact on revenues if the tariff for this rate class were revised.
