ONE-HALF TON PICKUP TRUCK -REVIEW OF BIDS:
The Committee reviewed the bid summary sheet for a ½-ton pickup
truck.Rains Estes Park Ford was the only dealership responding
to the bid,listing a 1987 Ford F-150 4x4 pickup truck in the
amount of $12,617.55,less $620 for a trade-in allowance for a
net price of $11,997.55.The second bid was obtained through the
“State Bid Award”program which listed a 1987 Chevrolet K-b 4x4
pickup truck for $10,497.44.If the trade-in vehicle were sold
outright for approximately $600.00,and if the State’s bid was
selected,the truck could be purchased for $9,897.44.In compar
ing both vehicles,Shop Foreman Shanafelt outlined possible areas
of concern which included the automatic overdrive transmission,
fuel tank shields,and standardization of the fleet.Mr.Hank
Rains/Rains Estes Park Ford appeared before the Committee stating
the engine and transmission were the primary reasons for the
price differential.Options in the amount of $926 were also
included.Discussion followed concerning warranty specifica
tions,performance,pickup and delivery for major warranty work,
and fleet standardization.The Committee recommends accepting
the low bid contained in the State Bid Award in the amount of
$10,497.44,authorizing the 1975 Supercab to be sold outright.
ELECTRIC RATE STUDY -REVIEW:
The Committee reviewed the preliminary draft of the rate study
prepared by R.W.Beck and Associates.The rate study compares
revenue kwh sales to total operating expenses to determine the
operating ratio.R.W.Beck will refine the report to include
fixed 1986 figures.Director Dekker advised a representative
from R.W.Beck may be able to attend the next Committee meeting.
No further action was taken at this time.
HOUSE BILL 1283 RULES OF PRACTICE AND PROCEDURE -DISCUSSION:
The Committee reviewed the Rules of Practice and Procedure
concerning electric utility public hearings.The Town’s rate
attorneys have advised the Town’s public hearing procedure is
adequate;therefore,adoption of the aforementioned procedure
would not be required.The Town would be in compliance with the
Public Utilities Commission by conducting public hearings during
regular Town Board meetings.The Committee concurs with the rate
attorneys and recommends not adopting the Rules of Practice and
Procedure.
REPORTS:
The Marys Lake Substation Project is nearing completion.
Preliminary January 1987 figures indicate sales are up over those
of January 1986.

Finance Officer Vavra advised a letter of acceptance was received
from FEMA.The capital projects list was approved and the Town
should be able to request funds on the flexible funding program
in the near future.
The Platte River Power Authority (PRPA)will be selling bonds in
mid March.PRPA’s bond rating is currently A-i with Moody and A+
with Standard and Poor.A search firm will be hired to assist
PRPA in filling the general manager position.
50 telephone calls,38 notes were placed and 20 accounts were
disconnected during January.
The American Public Power Annual Conference will be held in San
Antonio May 14 -20,1987.
There being no further business,the meeting adjourned.
