Steve Anderson/Cable Systems,Inc.appeared before the committee and introduced Dean Wandry/Fanch Communications,Inc.Mr.Wandry stated the managing company,Fanch Acquisition Group,intends to purchase all 20 systems owned by Cable Systems,Inc.Mr.Wandry submitted a letter dated October 12,1987 officially requesting a transfer of the Cable TV franchise and a biography of the firm and its officers.The Fanch Acquisition Group intends to: 1.Upgrade and maintain the system with top—quality equipment. 2.Retain an office and staff in Estes Park. 3.Add various channels to the base system,which could include ESPN,Disney,Arts and Entertainment,and Nashville. With regard to cable rates,Mr.Wandry stated such figures have not yet been established;closing of the sale is anticipated to take place December 15,1987.Various options,such as collapsing the tier,will be investigated;the base system could potentially offer a total of approximately 17 viewing channels. Although cable systems were de—regulated in December,1986,the Town retains the following authority: 1.“Right of First Refusal”of any purchase offer of the system. 2.Quality control. 3.Service policy. Following discussion,the committee recommends the Fanch Acquisition Group submit the following: 1.Pursuant to the existing Agreement,Fanch Acquisition Group supply the terms and conditions of the sale,isolating the Estes Park branch from the remaining 19 systems. 2.Rate estimates. 3.Information concerning collapsing the tier,and “antenna service”for large accounts,such as motels. 4.A statement indicating initial purchase of equipment and anticipated future expenditures. 5.On-site staffing. STREET LIGHT DAMAGE--REQUEST FOR RELIEF:DISCUSSION. Light and Power Dekker reported Jim Watson requested this item be tabled. 0 0 RECORD OF PROCEEDINGS Light and Power Committee -October 12,1987 -Page two RESIDENTIAL DEMAND RATE:REVIEW OF R.W.BECK STUDY. The committee reviewed a letter dated September 15,1987 submitted by R.W.Beck and Associates,the town’s electric rate consultant.As recommended by the committee,the firm reviewed three (3)rate modifications:(1)eliminate the minimum demand charge requirement for the months where a customer has used no kW and kWh;(2)eliminate the minimum demand charge for all customers during the months were applicable;and (3)reduce the demand ratchet to 40%from the 60% ratchet now included in the rate.Director Dekker reported additional research is required prior to taking further action; therefore,the committee recommends this item be tabled. SERVICE BUILDING SITE SELECTION:DISCUSSION. A “counter offer”for property being considered for the new service building was reviewed by the committee.As this item concerns land acquisition,the committee recommends this item be discussed with the entire Board of Trustees in Executive Session Tuesday,October 13, 1987.Light and Power Director Dekker will submit all pertinent information comparing site #1 Town Property which is Alternate 2 and site #3. LOAD MANAGEMENT SEMINAR:REVIEW. The American Public Power Association (APPA)and the Western Area Power Administration (WAPA)will be sponsoring a seminar in Estes Park on October 30,1987,to discuss load management opportunities. The principle speaker will be Charles Underhill from the Vermont Public Power Supply Authority in Willston,Vermont.The seminar will focus on customizing load management programs which could be very beneficial to the Estes Valley Recreation and Park District (EVRPD) as it applies to the district’s minimum on the demand rate during the summer months.The National Park Service,Platte River Power Authority,and EVRPD have been invited to attend the seminar. REPORTS: Director Dekker reviewed activities held during Public Power Week. The committee commended the Light and Power Department employees on the exhibits displayed in the Municipal Building. Approximately 40%of the power poles have been installed on the line from Cheley Camp to Baldpate.This project is being partially funded by FEMA. Construction for the Cascade Diversion Structure Project will take place following receipt of all bonding documents from Gavell Excavating. “CPR”Classes and an Effective Writing Workshop were held for all employees;favorable responses have been received from all attendees. The Delinquent Account Report for September indicated 74 telephone calls were made,21 notes were placed at the customer’s residence, and 9 accounts were disconnected. Joe Tlamka,Lineman,attended a “PCB”Course held in Kansas City. The course addressed new and additional information concerning testing and control procedures of PCBs.By attending this course, the town has already realized a savings of approximately $1,500 relating to transformers. business,the meeting adjourned.
