Chairman Hix called the meeting of the Light and Power Committee
to order at 2:00 P.M.
“LIGHTS ON”CEREMONY -CHRISTMAS SEASON.
Director Dekker reported Barry Myers/Advertising Committee,had
submitted a request to turn-on the Christmas Lights November 25th
tor the Lighting Ceremony.The additional expense to provide
Christmas lighting is approximately $800.00/week.The Committee
recommends approval of the request.
CHRISTMAS SCENES -AUTHORIZATION TO REPAIR.
Director Dekker reported the Christmas scenes are in need of
repair,and staff is requesting authorization to solicit a
professional sign painter to paint and/or repair the scenes.The
estimated expenditure is between $1,500 and 2,000.Following
discussion,the Committee recommends approval of the request.In
addition,the Committee and staff will review the scenes during
the 1988 Christmas Season and entertain additional discussion
regarding any potential revisions and/or replacements.
CABLE SYSTEMS,INC.-DISCUSSION.
Pursuant to a request made by Jay and Fran Grooters,Light and
Power Director Dekker scheduled discussion with representatives
from Cable Systems,Inc.(Fanch Communications).Mr.Grooters
addressed the Committee and presented a letter dated October 6,
1988.Mr.Grooters identified the following areas of concern:
contract between Cable Systems and Mr.Grooters,lack of commu
nication,organization,and management by Cable Systems,and
advance notice of changes in programming.Mr.Grooters also
offered recommendations for improvement.As Vice President of
the Accommodations Association,Mr.Grooters invited two rep
resentatives of Fanch Communications to attend a meeting of the
Association on October 18th.
Craig Poulson/Cable Systems,also addressed the Committee and
confirmed certain office procedure was in need of improvement.
The firm has hired Theresa Hauser and Ms.Hauser was commended
for her achievements in this regard.Concerning television
reception,the system is very old and in need of replacement.
Various areas have been totally replaced with new equipment.Mr.
Poulson confirmed Cable Systems was willing to meet with the
Accommodations Association to discuss the cable system and
various contracts.Cable Systems also intends to mail a revised
“channel listing card”as the existing card does not match the
channel selection.Town Administrator Klaphake expressed concern
with signal strength tests,base mapping,and amplifiers.
Following discussion,the Committee recommends Cable Systems meet
with the Committee in January,1989 to discuss progress-to-date,
with the firm providing the Committee with base maps,and signal

strength reports which are required under the existing Agreement
with the Town.
Reports.
The Delinquent Account Report for September indicated 54 tele
phone calls were made,25 notes were placed,and 14 accounts were
disconnected.In comparing these figures with those of Septem
ber,1987,telephone calls were down 27.03%,notes were up 19.5%,
and disconnects were up 55.56%.
Regarding the new service facility,the surveyor has submitted
drawings to Larimer County.The architect has prepared the
plans,and the Town will apply for a building permit in the near
future.
Plans have been completed to celebrate Public Power Week October
10 -14,1988.A display tent will be placed in Bond Park,
various demonstrations and displays will take place.
The Estes Park recipient of the “Electric Public Power In
Colorado”(EPPIC)Award is Cy Wood.Presentation of all EPPIC
awards will take place October 10th in Fort Collins.
There being no further business,Chairman Hix adjourned the
meeting at 2:57 P.M.
