HomeMy WebLinkAboutMINUTES Light and Power Committee 1989-03-020 0 RECORD OF PROCEEDINGS V Light and Power Committee March 2,1929 Committee:Chairman Hix,Trustees Aldrich and Habecker Attending:All Also Attending:Mayor Dannels,Light and Power Director Dekker,Finance Officer Vavra,Elec trical Engineer Matzke,Craig Poulsen and Robert Gates/C.S.I.,Clerk O’Connor Absent:Town Administrator Klaphake Chairman Hix called the meeting of the Light and Power Committee to order at 2:01 P.M. CABLE SYSTEMS,INC.—PROGRESS TO DATE. Light and Power Director Dekker submitted a memorandum dated March 1,1989 which outlined topics for discussion.Craig Poulsen/Cable Systems,Inc.offered the following comments: 1.Contracts.As of this date,CSI has completed 37 commercial contracts.CSI will continue working on this project. 2.Mapping.Mr.Poulsen presented additional maps of their service area.With the exception of Town Maps #16 and 22 (which CSI did not receive),this project is completed.Town staff will provide the aforementioned maps,and CSI intends to submit the two maps during the April 6th meeting. CSI displayed a map which identified trunk lines and amplifiers for the entire service area. 3.Areas without service.Preliminary design has been completed for the Fall River Estates area.CSI antici pates beginning construction in March.CSI also anticipates extending service to the Spur 66,Stanley Hills,Moccasin Circle,and Elk Hollow areas. 4.Capital Improvements.Channels 7 and 9 will be removed from the satellite which should improve picture quali ty.CSI has been notified KDVR Channel 31 will no longer be available after March 22nd.CSI is encourag ing the community to send letters stating thir desire to retain this channel.Arts and Entertainment has been added to the system,and CNN will be added in the near future. “Receivers”have been replaced on the head—end which will also help improve picture quality.All equipment being installed is “state-of—the—art.” 5.Answering Machine.Pursuant to customer complaints voiced to the Light and Power Department,CSI will investigate a solution to the answering machine which may help improve customer service. 6.Signal Strength Testing.CSI is prepared to accompany the Town when such testing is performed. Chairman Hix expressed the Committee’s appreciation to CSI for their attendance and progress made thus far.Mr.Poulsen 0 0 BRADFORD PUBLISHINOCO.RECORD OF PROCEEDINGS Light and Power Committee -March 2,1989 -Page two questioned if the Town required house numbers.The Committee re ferred CSI to Building Official Ailman. SERVICE BUILDING EXCAVATION -REQUEST AUTHORIZATION TO BID. The Committee reviewed a map indicating placement,on the site, of the new service building,including those structures that have been removed or scheduled for removal.A proposed construction time—table was also reviewed.Excavation could be completed by May,construction could begin in June,and occupancy could occur in October.Staff submitted a copy of the bid proposal form which included two options (crushing excess excavation material, and potential additional excavating not indicated on the plans). Due to the change in the site selection,the construction portion of the project will be re-bid.Excavation will be bid separate ly.The Committee recommends approval of the request. 300-400 BLOCK OF EAST RIVERSIDE DRIVE -REQUEST FOR ADDITIONAL STREET LIGHTS. The Committee reviewed memoranda submitted by Chief Racine and Director Dekker.There are no street lights installed on this segment of East Riverside Drive and pedestrian traffic is quite heavy.Staff is recommending installation of four (4)150-watt high pressure sodium lights on existing power poles in the area. An estimated expenditure is $1,000 and adequate funds are avail able in the budget.In the interest of public safety,the Committee recommends approval of the installation. REPORTS. The Delinquent Account Report for February indicated 61 calls were made (down 24%from ‘88),32 notes were placed,and 12 accounts were disconnected.The notes and disconnects were identical to those figures found in February,1988. Gary O’Connor has filled the Meter Reader position.Following training,the meter reader will also work with the line crew. Approximately 60 water meters in Carriage Hills are located in pits.Due to snow,the Meter Department did not read these meters this month.Customers will be receiving “estimated”usage utility bills.Meter readout units for these meters may be installed. Platte River Power Authority:PRPA expects to execute the post 1989 contract with WAPA in the near future. In an effort to save funds,PRPA is in the process of exploring “risk management.” A scheduled maintenance “shut down”of the Rawhide Generat ing Station will occur in mid March.Committee members desiring to tour the facility during this time may do so. Director Dekker was re—appointed as Chairman of the Board during the Authority’s annual meeting. Electrical Engineer Matzke submitted an updated rate comparison chart for Ski Estes Park.The Recreation District continues to realize dollar savings on their electric usage.Year—to—date figures total $12,600. A new system peak occurred February 4th with 17 megawatts. EPITRA may request the Department to install one “decorator” street light on Park Lane.The Department may also install one (1)additional high pressure sodium street light on an existing 0 RECORD OF PROCEEDINGS Light and Power Committee -March 2,1989 -Page three power pole.EPUPA will incur the expense of the decorator light, and the Town will incur the additional expense (approximately $150.00) Engineer Matzke recently attended a computer mapping seminar in Denver.The “Automated Distribution Mapping”course sponsored by APPA,will enable its members to purchase software for approxi mately $4,500 in lieu of $20,000 for most other comparable programs on the market.
