Chairman Hix called the special meeting of the Light and Power
Committee to order at 4:03 P.M.
FAR VIEW LANE POWER LINE UNDERGROUNDING -DISCUSSION.
The Committee reviewed a memorandum dated August 10,1989
subitted by Light and Power Director Dekker which addressed an
underground conversion request on Far View Lane.Seven property
owners have agreed to pay $17,069.00,not including interest,
for the conversion,spread over a 15—year period.With an 8%
interest rate,the Town’s cost for this project,over 15 years,
would be approximately $50,000;$17,000 would be reimbursed by
the property owners.Past policy has required anyone requesting
a conversion to pay all associated costs.Discussion followed
concerning the legality of an installment plan,property liens,
additional financial/staff concerns,precedent,Light and Power
Reserve Fund,special improvement district,and special
assessment payment plan.Regardless of the Committee’s
decision,Director Dekker advised that the power poles must be
moved to allow paving of the road.Mr.Newsom stated the
property owners would be willing to pay interest to ensure the
request would be granted.The Committee recommends staff
contact Town Attorney White to obtain a legal opinion concerning
the procedure affecting special assessments,which will include
interest.An expenditure of $500—1,000 at this time was also
authorized to place the necessary conduit for underground road
crossings so pavement cuts would not have to be made at a later
date.
A policy addressing special assessments and financing will be
discussed during the Committee’s September 7th meeting.
The Committee commended the seven Far View Lane property owners
for their willingness to participate in the cost of underground
service.
There being no further business,Chairman Hix adjourned the
meeting at 4:49 P.M.
