Chairman Hix called the meeting of the Light and Power Committee
to order at 2:00 P.M.
CABLE SYSTEMS,INC.-UPDATE.
Light and Power Director Dekker reported the Department had
received approximately 12 -15 complaint calls,and that general
ly the customers were located in the Carriage Hills area.
Craig Poulsen/CSI,stated that the primary trouble spot at this
time is Carriage Hills.Additional men,plus a construction
crew,have now joined CSI’s efforts to isolate and resolve the
problems in this area.Channels 2,4 and 6 are now receiving
their signals from satellite and these stations should be greatly
improved.Carriage Hills residents,Lynn Coffman and Jim White
expressed their concern and questioned when their reception would
be improved?Mr.Poulsen confirmed the service in Carriage Hills
would be greatly improved within seven (7)days.Although there
may be “isolated trouble spots”,the cable system,in general,
should be in good working order after repair/replacement of the
Carriage Hills area.
Lee Hartland,Miles Cottages stated he,along with other adjacent
property owners,were satisfied with CSI.In Mr.Hartland’s
opinion,Mr.Poulsen is sincere in his efforts to resolve any
discrepancies in the system.Mr.Hartland encouraged residents
to treat CSI’s office staff with courtesy.
CSI will also attend the Committee meeting scheduled September
7th.
U.S.HIGHWAY 36 STREET LIGHTS -DISCUSSION.
Light and Power Director Dekker briefed the Committee on the
proposed streetlight installation along U.S.Highway 36 along
Moraine Avenue to the Beaver Point area.The National Park
Service had expressed concern with the potential glare from such
lights,and staff researched various fixtures to address “stray
light.”Staff anticipates installing “hooded”-type fixtures,
which focus light directly downward,in place of the existing
lights in the Beaver Point area.Poletop fixtures will be used
for the remainder of the project.
Bernie Holien,1439 Bluebell Drive,appeared before the Committee
and reported he had conducted an informal survey of various High
Drive residents.In general,he found that the residents were
not in favor of additional streetlight installations.Director
Dekker commented that when certain areas of Beaver Point were
annexed,the Town made a commitment to install streetlights along

Moraine Avenue.Installation of approximately 15 streetlights
would enhance public safety along the bike path.
Following discussion,the Committee recommends the Department
proceed with the project,authorizing staff to convert existing
fixtures in the area to the hooded-type fixtures and install
several of the poletop fixtures.Prior to completion,the
Committee will conduct an on-site inspection of the project.
UNDERGROUNDING OF ELECTRIC POWER LINES -DISCUSSION.
As directed by the Committee in July,staff has been researching
underground utility construction.Electrical Engineer Matzke
presented a survey of seven (7)utilities which compared the
practice followed for new developments,new line construction,
and existing overhead construction.The majority of those
surveyed have adopted an underground policy.The survey also
indicated that if a customer requests an overhead line be con
verted to underground,the customer must pay the costs of conver
sion.The Committee recommends staff continue its efforts in
this regard,requesting staff to include a cost—estimate for a
conversion of existing overhead lines to underground for review
and consideration in September.
FAR VIEW LANE -POWER LINE RELOCATION.
Staff advised that area homeowners have requested the Department
to convert existing overhead power lines on Far View Lane to
underground.The Town recently obtained adequate rights—of-way
to pave and maintain this street,and work will begin in the near
future.The homeowners were given three alternates for the
underground conversion with associated costs,and the seven
participants selected Alternate #2 for a total cost estimate of
$17,069.75.The estimate includes the Light and Power,trenching
and conduit costs.This alternate will eliminate overhead power
lines beginning at the southwest corner of Tract 7 to the south
west corner of Tract 2.The seven participating property owners
desire a 15-year payment schedule of $163/year/participant.
Staff was requested to review alternate payment schedules and
their impact on the Light and Power Department Budget.This
project would then be discussed at a special Committee meeting
prior to the Town Board meeting scheduled August 22nd.
The Committee also recommends Light and Power Director Dekker,
Finance Officer Vavra,and Town Attorney White submit a policy
for review and discussion;said policy to address incentives and
payment schedules.The Committee also expressed their appre
ciation to those in attendance.
APPRENTICE PROGRAM -DISCUSSION.
The Committee reviewed a proposed apprentice program for
journeyman lineworker and meter specialist.Staff prepared a
list of standards,which included term of apprenticeship,ratio
of apprentices to journeymen,apprentice wage schedule,and
schedule of work experience.Director Dekker commented this
program should enhance safety and career opportunities.Stating
such a program is a positive step forward,the Committee recom
mends approval of both apprentice programs.
REPORTS.
The Delinquent Account for July indicated 63 telephone calls were
made,23 notes were placed,and 11 accounts were disconnected.
Electrical Engineer Matzke briefed the Committee on the Marys
Lake Substation and Feeder Project.The new transformer should
be energized August 29th.

Approximately one-half of all footings have been poured for the
new service facility.
Director Dekker briefed the Committee on Colorado Ute and the
Platte River Power Authority.Janet Bender Keigley is Estes
Park’s recipient of the EPPIC Award.A breakfast honoring all
recipients will be held at the Chilson Senior Center in Loveland
on October 9th,at 7:00 A.M.
There being no further business,Chairman Hix adjourned the
meeting at 3:45 P.M.
