Chairman Hix called the meeting of the Light and Power Committee to
order at 2:00 P.M.
CABLE SYSTEMS,INC.-UPDATE:
Light and Power Director Dekker reported the Department continues to
receive numerous complaints concerning Cable Systems,Inc.(CSI),and
the Committee reviewed a letter dated June 21,1989 submitted by
Howard Barnes.
Craig Poulsen/CSI,stated new construction is approximately 95-99%
complete,and CSI is in the process of fine-tuning the system.The
picture quality has been greatly improved at the Timberlane Motel and
Miles Cottages.With regard to Mr.Barnes’letter,Mr.Poulsen
advised a technician will investigate the Fall River line.Mr.
Poulsen confirmed the system should be balanced by mid July.CSI had
to change the antennas for Channels 2,4,and 6,and,as time allows,
CSI will perform system tests.
Tom Brown,developer of Summerset and Fairway Condominiums,addressed
the Committee voicing his frustration in dealing with CSI.Mr.
Brown’s concerns included CSI’s inability to retain appointments,and
the lack of cooperation and communication with regard to the
installation of underground cable in both developments.Mr.Poulsen
will investigate this situation and report to the Committee in
August.
Director Dekker stated communication with the local office continues
to be an area of concern for subscribers.This situation,and the
entire operation of the system must be improved.
CSI will also attend the Committee meeting August 3rd.
UTILITY CONSTRUCTION -DISCUSSION.
Donald Forster,350 Prospector Lane,appeared before the Committee to
draw attention to utility construction.Mr.Forster’s view corridor
was obstructed when TV cable was installed along the south side of
his property.Due to Mr.Forster’s concern,CSI did underground 440’
of cable;the cost to Mr.Forster was $550.00.To protect the scenic
beauty of the area,Mr.Forster suggested the Town:(1)examine and
approve all above—ground routes for need,materials,and aesthetic
impact on the community,and to provide alternatives where they
conflict;(2)the Light and Power Department perform pre-installation
guidance to control the use of the Town’s power poles;and (3)that a
plan be developed to underground all existing utilities,including a
moratorium against above-ground utility construction be adopted.
Discussion followed,with the Committee recommending staff research
the aforestated three issues,and return to the Committee with a
preliminary policy which would apply to cable TV and telephone
attachments.

SPUR 66 CABLE,INC./POLE RENTAL AGREEMENT -DISCUSSION.
The Committee reviewed the proposed Pole Rental Agreement between
Electronic Endeavor,dba SPUR 66 CABLE,INC.,and the Town.Elec
trical Engineer Matzke advised Town Attorney White had prepared the
agreement.The 5—year agreement included a pole rental fee of
$3.00/pole/year.David Floyd,Spur 66 Cable,advised one-half of
their system will be aerial.Discussion included annexation,con
struction standards,and over—building.The Committee recommends
approval of the Pole Rental Agreement with Electronic Endeavor,
contingent upon additional discussion between staff and Town Attorney
White regarding construction standards which may be included in said
Agreement.
PUBLIC POWER WEEK -DISCUSSION.
The Committee reviewed a proposed resolution declaring the week of
October 8 -14 as Public Power Week in Estes Park.Staff will
attempt to keep the project cost no greater than that expended in
1988,which was $1,500.The Committee recommends approval of the
resolution,as submitted.
MOCCASIN CIRCLE DRIVE STREET LIGHTS -REFERRAL.
At their meeting held June 15th,the Public Works Committee referred
discussion concerning the potential installation of street lights
along the new bypass at Moccasin Circle Drive to the Light and Power
Committee.Electrical Engineer Matzke submitted a memorandum dated
July 6th advising the project would involve a total of nine (9)
150—watt HPS street lights for an estimated cost of $5,500.Annual
energy costs are estimated to be $352.The Committee recommends
approval of the nine street lights which are to be funded from the
Light and Power 1989 Budget,with the General Fund paying for all
operating costs.
REPORTS.
The Delinquent Account Report indicated 95 telephone calls were made,
20 notes were placed,and 8 accounts were disconnected.In comparing
1988,calls were up 5%,notes were down 31%,and disconnects were
down 53%.
In a letter to the Estes Valley Recreation and Park District,Elec
trical Engineer Matzke advised the District realized a total savings
of $19,263 since the installation of the load management equipment at
Ski Estes Park.
The site preparation work has been completed for the new service
facility.The construction completion date is early November,1989.
Bill Bower has been hired to fill the lineman position vacated by
Larry Williams.Mr.Bower will begin work July 17th.
The Committee reviewed an updated rate chart supplied by the Colorado
Association of Municipal Utilities.From the 29 municipal utility
systems,Estes Park was rated 15th.
Director Dekker briefed the Committee on the financial status of
Colorado Ute.
There being no further business,Chairman Hix adjourned the meeting
at 3:22 P.M.
