Chairman Aldrich called the meeting of the Light and Power
Committee to order at 2:01 P.M.
VARIOUS EQUIPMENT -AUTHORIZATION TO PURCHASE.
Engineering Copier.Staff reported a total of $5,000 was budget
ed in 1990 to replace an existing blueline machine——$2,500
through the Light and Power Fund,and $2,500 through the General
Fund.The Department received three (3)quotations for the
copier and maintenance agreement,and is recommending the pur
chase of a Xerox Model 2510 (the price and model were discussed
with the Public Works Director).The Committee recommends staff
be authorized to purchase the Xerox Model 2510 Engineering
Copier,including the maintenance agreement,for a total price of
$4,365 —$2,182.50/Department.
Printer.Due to upcoming office changes,staff requested au
thorization to purchase an additional printer for an existing
personal computer system.Four (4)quotations were received,and
staff recommends purchasing an HP Laserjet III printer from
Random Access for $1,701.65.$5,000 was budgeted in 1990 for a
word processor;however,a printer is all that is required at
this time.The Committee recommends approval of the request.
Service Building Copier.$3,500 was budgeted in 1990 to purchase
a copy machine for the service building.A quotation was re
ceived for a Xerox 5012 for $1,767.Following discussion,the
Committee recommends staff obtain additional quotes and return to
the Committee for further review.
SUBSTATION PROTECTIVE RELAYING IMPROVEMENTS -AUTHORIZATION TO
REIMBURSE PLATTE RIVER POWER AUTHORITY.
Following a substation fire in Longmont,the Platte River Power
Authority developed substation protective relaying improvements.
$30,000 was included in the 1990 Budget towards this project,and
to date,PRPA has expended a total of $14,526.87 for materials
and labor;staff is requesting authorization to reimburse this
expenditure to Authority.Light and Power personnel will perform
$10,500 of the remaining labor which is estimated to be $20,480,
resulting in a total project cost estimate of $35,006.The
Committee recommends approval of the request.
FAR VIEW LANE UNDERGROUND FACILITIES -UPDATE.
Staff reported that agreements authorizing the Department to
place electric utility lines and facilities underground at the
property owner’s expense were mailed this date.As approved by
the Committee,the property owner will be given the option of
spreading the conversion costs over five (5)years,plus inter
est.When all agreements are fully executed and received,the
Department will proceed.

SURGE ARRESTER PROGRAM -UPDATE.
The Committee reviewed a copy of the “Contract to Purchase Surge
Protection Equipment”which will be used for customers desiring
to have installed a “meter treater”metal oxide arrester to their
meter socket extension.The cost of the surge arrester is $120
and it can be purchased outright or paid for by twelve (12)
monthly installments of $10.The Town will retain ownership and
maintain the unit,thereby making the arrester fully guaranteed
to the customer.The Committee suggested the unit be advertised
by using the “message line”on the electric bill.
CARNEGIE MELLON REPORT -PRESENTATION.
Staff has obtained copies of the aforestated report which dis
cusses scientific research that has been performed to review
whether human exposure to electric and magnetic fields poses a
health risk.Copies of the report are available for distribution
by the Department.
REPORTS.
The Committee received an update on projects currently underway:
reconductoring Pinewood Lane/Highway 7,Riverwalk,Meter Testing,
Street Lights (Highways 7,and 36 (east and west)).
Finance Officer Vavra submitted the Delinquent Account Reports
for May and June.
The Committee reviewed year-to-date figures for the first 6
months of 1989 and 1990 including purchased power,retail sales,
new accounts,and work and field orders.
Director Dekker briefed the Committee on the recent APPA National
Conference held in Denver,the Platte River Power Authority,and
Trapper Mine/Colorado Ute.
There being no further business,Chairman Aldrich adjourned the
meeting at 3:06 P.M.
