Chairman Aldrich called the meeting of the Light and Power Committee to order at 2:00
P.M.
SURGE ARRESTER PROGRAM -AUTHORIZATION TO IMPLEMENT.
In a memorandum dated May 3,Electrical Engineer Matzke briefed the Committee on a new
product called “meter—treater”,which utilizes metal oxide arresters and is installed
in the customers meter socket extension.The product enhances protection in homes with
overhead power lines against power surges frequently caused by thunderstorms and light
ning.In providing a residential surge protection service to its customers,staff
advised the material,installation,and administrative costs of $120.00 could be in
cluded in the customer’s monthly electric bills.Customers could pay for the arrester
outright,or request a payment plan of $10.00/month for 12 months.A statement con
taining a release of liability,explaining that while the product provides a high
degree of protection,the Town cannot guarantee 100%protection from direct lightning
strokes would be required and included in a contract.Those customers with underground
electric service may have a reduced susceptibility to lightning and staff would so
advise them should they desire the arrester.Staff will also request Town Attorney
White to review the aforementioned contract prior to implementation of the proposed
service.Following discussion,the Committee recommends approval of the Surge Arrester
Program as outlined above.
ACCOUNT TRANSFER POLICY —DISCUSSION.
Staff briefed the Committee on existing policy pertaining to the transfer of accounts
between owners and their tenants.Ron Harvey requested owners be notified when tenants
are vacating rental units,and that the account not be automatically transferred from
said tenant to the owner.Director Dekker reported that PSCo provides three options to
the owner:the account is automatically transferred to the owner when a tenant vacates
the unit,the service is disconnected,or,if on file,the owner is notified of the
vacating tenant.Discussion also included existing policy concerning utility deposits.
The Committee recommends staff review the account transfer policy and return to the
Committee with additional information.
REPORTS.
The April Delinquent Account Report indicated 81 telephone calls were made,21 notes
were left at the customer’s residence,and 9 accounts were disconnected.
The Committee reviewed a memorandum regarding the load control at Ski Estes Park which
indicated that from June,1988 to April,1990,the Recreation District realized a
savings of $39,000.
Staff reviewed wholesale power costs,training programs,WAPA conservation proposals,
agreement for underground facilities,PRPA,Trapper Mine,Colorado Ute and retail
rates.
There being no further business,Chairman Aldrich adjourned the meeting at 3:10 P.M.
