ACHIEVEMENT AWARDS -PRESENTATION. Ron Hersh.In a memorandum dated April 2,1991,Director Matzke recommended Ron Hersh,Lineman,receive an Achievement Award in recognition of Ron’s efforts during the five—week absence of Line Foreman Dragon.All work scheduling crews,meeting with customers and coordinating the restoration of outages during severe weather conditions were aptly completed by Ron.The Committee commended Ron and presented the Achievement Award and check in the amount of $150.00. Gary O’Connor.The Committee also reviewed a recommendation that Gary O’Connor,Meter Specialist,receive an Achievement Award in recognition of an outstanding job learning the meter routes and understanding metering fundamentals.Since February,1939,Gary has had no reading errors,setting a new accuracy record for the Department.The Committee also commended Gary and presented an Achievement Award and check in the amount of $150.00. On behalf of the Committee,Town Board,and Community,Chairman Aldrich expressed his appreciation to both employees,stating such service results in a feeling of pride for all,and serves as an inspiration to co—workers. PRINTER-SHARING NETWORK -AUTHORIZATION TO PURCHASE. $11,500 was included in the budget for computer printing facilities.The Committee authorized an expenditure of $8,245 to replace the existing mainframe printer.Out of the remaining funds,staff is requesting authorization to purchase a system to network personal computer facilities in the Public Works and Light and Power Office area.Such a system is available from Government Access at the cost of $825.00 and it will allow sharing of computer equipment which is both cost-effective and efficient.The software is capable of networking all Town computers in the Municipal Building at a cost of approximately $225.00/computer,plus required cabling.The Committee recommends staff be authorized to purchase the above—referenced system at a cost of $825.00. MAINFRAME COMPUTER REQUIREMENTS -AUTHORIZATION TO INITIATE STUDY. In a memorandum dated April 4,1991,Finance Officer Vavra reported that the NCR 9300 mainframe computer used for utility billing and accounting functions is nearing its capacity.The computer and/or software must be replaced.Preliminary cost inquiries for the hardware range from $35,000—$45,000 for a “unix—based”system to $75,000+for a “proprietary”system;software and conversion would be an additional expense.$25,000 was budgeted for a computer consultant;however,staff is requesting authorization to discuss n RECORD OF PROCEEDINGS Light and Power Committee -April 4,1991 -Page 2 the desires/needs of Town staff and research various systems with neighboring municipalities,without commiting the budgeted funds for a consultant at this time.Should this project exceed staff’s technical expertise,proposals for consultants would be considered by the Committee prior to further action.Reaching a favorable consensus of the Committee on the approach to this project,the Committee recommends staff be authorized to gather a team of staff personnel to begin researching the needs of the Town in a computer system.The team will determine system requirements,and bids will be prepared,with a due-date of late 1991,with the actual budget expenditure occurring in 1992. REPORTS. Meter Foreman Brumleve reported on his involvement with the Colorado Diversion Council advising that he has served as President and is currently on the Board.The primary purpose of the council is to study/discuss the diversion of energy,theft of service and recovery.Educational seminars are held,and Jerry has been successful in bringing this seminar (which could include 100± participants overall)to Estes Park in October,1991.The Committee commended Foreman Brumleve in his involvement in the Council and in promoting the conference center. Project Updates.Director Matzke briefed the Committee on the Beaver Point/Giant Track Circuit Project which is the last phase of the Marys Lake Circuit upgrade.It is anticpated service outages should be greatly reduced,which will benefit the YMCA,Windcliff, and Thunder Mountain areas.Cost of the project is approximately $60,000.The Department has completed service to the new Library Building and Ricker Casting Studio. The Committee reviewed the RFP,particularly the scope of services, for the Electric Rate Study.As stated earlier,the study is not being conducted to raise rates;the Department is attempting to review conservation efforts,possibly providing an incentive to conserve electric energy,and operate the utility in a more efficient manner.The Committee will review proposals in May,and the study should be completed by August,1991. Ass’t.Administrator Widmer briefed the Committee on Platte River Power Authority activities,including an update on the Colorado Ute bankruptcy matter. Due to a scheduling conflict,the next Committee meeting will be scheduled on Thursday,May 16 at 2:00 P.M. There being no further business,Chairman Aldrich adjourned the meeting at 2:50 P.M.
