Chairman Aldrich called the Committee meeting to order at 2:04 P.M.
EPPIC AWARDS DINNER -PRPA REQUEST FOR FINANCIAL SUPPORT.
Ass’t.Administrator Widmer reported that this year’s EPPIC Awards
will be presented at a dinner scheduled October 5 in the Estes Park
Conference Center.This is the first year that this event has been
held as a dinner,and the cost of the ticket is,therefore,higher
than in the past.(In past years,the event included a breakfast.)
Platte River Power Authority has requested a $2,000 contribution to
be used to defray costs for invitations and other miscellaneous
items necessary for a successful dinner;this will help keep the
cost of the tickets as reasonable as possible and promote
attendance at the event.It is anticipated 400—500±people will
attend the dinner.Due to the PRPA’s work in recognizing
outstanding achievements in the energy field,which is directly
related to the Light and Power Department’s goals and objectives,
staff,including the Mayor,believes the request is justified.In
addition to the aforementioned achievements,the Committee
recognized the potential economic impact to the community,and thus
recommended approval of the $2,000 expenditure for the EPPIC Awards
Dinner.
PUBLIC POWER WEEK -REQUEST AUTHORIZATION OF FUNDING AND
RESOLUTION.
The Department has celebrated Public Power Week for the past four
years and has received national exposure in the APPA Newsletter for
its efforts.This year,Public Power Week will be held October 6-
12 and the Department is requesting authorization to continue
promoting electrical safety and energy conservation as well as
community awareness of the Department’s contribution to Estes Park.
Staff is requesting authorization to expend $1,000 toward this
year’s promotion.A Department breakfast/luncheon will be
eliminated in anticipation of the EPPIC Awards Dinner October 5.
A resolution recognizing Public Power Week 1991 was presented.
Following discussion,the Committee recommends approval of a not—
to—exceed expenditure of $1,000 and resolution for Public Power
Week.
REPORTS.
Authorized computer equipment for the Shop facility has been
received and employees are now receiving training;the SCADA
equipment has also been received,however,it has not yet been
programmed for use in monitoring substations,loading,etc.;and
the Meter Test Board has been received,factory training will be
conducted the end of September.
Director Matzke briefed the Committee on current projects:Highway
7 realignment/the State Highway Department will reimburse the
Department for expenses incurred in relocating service extensions;
work is continuing on the Strong Avenue Lift Station line
extension;the new bucket truck should be received in 30-45 days

and an existing 1983 ½-ton pickup was sold for $2,250.Discussion
followed on the Far View Lane undergrounding project,and the
Committee recommends staff review the Telephone Franchise Agreement
relating to pole attachments.
Todd Steichen has been hired to fill the Lineman III position
vacated by Bill Bower.Mr.Steichen will be relocating from
Fairmont,MN to start work September 3.
The Committee reviewed a preliminary rate study report prepared by
Max Kiburz/Rate Consultant.A concept of seasonal rates for all
rate classes,using a lower energy charge during summer months was
presented.In addition,the demand ratchet would be eliminated.
Staff is continuing to gather data for the rate study,and Mr.
Kiburz was merely presenting early thoughts for discussion.
Following discussion,the Committee directed staff to delete data
on Hidden Valley from the rate study and so advise the Consultant.
Ass’t.Town Administrator Widmer reported on Platte River Power
Authority activities:staff is monitoring a decline of total
revenues (down 2%);the Rawhide Plant will be off-line for
scheduled maintenance for six weeks beginning August 31——tours will
be conducted;the Colorado—Ute bankruptcy case is proceeding to
court,and due to an opportunity to re—negotiate the coal contract,
PRPA will realize a savings of approximately $1 Million;the
Thornton water case,as it relates to the value of Windy Gap water,
is being monitored;the “Mission Statement”,and the Annual
Environmental Report,and Benchmarking of Electric Utilities Report
were reviewed.
The Rocky Mountain Electrical League Fall Conference will be held
in Durango,September 8-11.
There being no further business,Chairman Aldrich adjourned the
meeting at 3:25 P.M.
