LIGHT AND POWER COITTEE
Committee Report

OLD BUSINESS:
None
NEW BUSINESS:
1.Sweetland reported on a meeting he attended at the Federal
Center in Denver between the Bureau of Reclamation and the
Platte River Municipal Power Association.Attending the
meeting were:James M.Ingles,Director,Region 7,USBR;
Harry Caperton;Al Hoover;Jerry Cookson;Stan,Case,Dir
ector of Utilities,Fort Collins and President of PEMPA;
Bill Wilson,Electrical Engineer,Fort Collins;Lou Hinz,
Electrical Superintendent,Longmont;Jerry Trotter,Direc
tor of Utilities,Longmont;Tom Patterson,Electrical Sup
erintendent,Loveland;Ralph Varner,City Superintendent,
Fort Morgan;A.P.Hall,Electrical Superintendent,Fort
Morgan;Stu Jordon,Engineer of R.W.Beck and Associates
and Engineer in charge of study for PBMPA.
The meeting was called for the purpose of discussing the
following points:
1.The length of time the USBR will be able to supply our
load growth needs.
The USBR would not commit themselves beyond the 1975-
76 date we now have.
2.Generation reserve should be in neighborhood of l27,of
our total load.This standard has not been definitely
settled as yet.
3.Transmission lines -There is just one reason for the
USBR system to build these lines and that is for system
stability.With this criteria,it will then be necess
ary for us to build some 115 or 230 KV lines from their
delivery points to our utilization centers.
4.Charges for wheeling power -The USBR will try to work
out a contract in which there would be an exchange of
wheeling,whereby the charges would be at a minimum.
5.Archer Substation (Cheyenne,Wyoming)to Junction Sub
station (Windsor,Colorado)line can be built as a sys
tem stabilizing line.The Platte River group would then
have to construct a line from Windsor to a mutually agreed
central point.
6.Peaking Power —There is a possibility that the USBR would
be willing to furnish peaking power for the group.This
possibility must be investigated.
Finally,it was also brought out in the meeting that the
charter under which the USBR was formed,the need of irriga
tion water is primary and the production of power is entirely
secondary.

2.Mr.0.0.Rohrbaugh of the Caribou Chalet Motel requested that
the Town provide additional Christmas lighting in that area.
It was reported to the committee that a new Seasons Greetings
display was added this year and no additional displays are ant
icipated.
3.A report was given to the committee on progress being made on
conversion of electric billing to data processing.Present
plans are to bill January on the new system with the bills to
be mailed February first.
There being no further business,the meeting was adjourned.
