OLD BUSINESS:
1.The introduction of Mr.C.H.Hoper,Utility Engineer,represent
ing C.H.Hoper and Associates.
Mr.Hoper was asked to explain the scope and purpose of electric
rate studies to the committee.This was requested to provide
the committee with a working knowledge of time required,possible
cost and the expectant result.
Mr.Hoper gave a detailed account of rate studies conducted by
him in a number of cities and towns in the mountain areas,
showing the value of such reports for rate adjustment and
utility planning.
Mr.Hoper stated that his survey would include a study of
operations for the past five years,current revenue needs,
operating costs,cost of capital and anticipated load growth.
It would also include a study of billing data over a twelve
month period and a detailed cost of service.This would be
followed by proposed rates and general recommendations.
The meeting was concluded with a statement by Ronald Brodie,
Chairman of the Light and Power Committee,to the effect that
continued study by the committee would be required before
making any decision.

There being no further business,the meeting was adjourned.
