RECORD OF PROCEEDINGS
Light and Power Committee Meeting
April 13,1972
Committee:Chairman Petrocine;Trustees Wagner and Burgess
Attending:Chairman Petrocine;Trustees Wagner and Burgess
Also Attending:Town Administrator Hill,Superintendent Dekker,
Business Office Manager Duncan
POUDRE VALLEY REA APPLICATION NO.25599:
Superintendent Dekker advised the Committee of an application by Poudre
Valley REA to PUC to assume the Big Elk Meadows territory with the fol
lowing exception:that the western ½53,T3N,R72W 6th P.M.and the
western ½534,T4N,R72W 6th P.M.remain in the Tow&s service area.
This would make a logical boundary as far as private property owners
are concerned and would also create a boundary line between the two
utilities close to a natural physical barrier in the terrain west of
Big Elk Meadows. The estimated costs necessary to provide electric
power to Big Elk Meadows from Fish Creek or from Highway 36,plus pur
chase of REA facilities would total $100,000.00.The Committee recommends
no objection to REA application No.25599 with the above mentioned ex
ception. The attached document is made a part of these proceedings.
GLACIER BASIN NPS POWER LINE:
National Park Service advised Superintendent Dekker of a preference to
have the Town assume ownership and maintenance of the Glacier Basin
power line with an answer back to National Park Service by early May.
The Committee recommends not assuming ownership of the line until nego
tiations are made to serve the entire National Park Service Utility Area.
STREET LIGHT REQUEST:
Eugene Green requested that a street light be installed immediately on
Otis Lane with the installation cost of approximately $51.00 being paid
by Mr.Green.Current policy for street light installation is for the
Town to make the installation at no charge to the recipient following
the sequence of the street light schedule with each new request being
added to the bottom of the list.Installation is made as budgeted funds
become available. The Committee recommends following the regular street
light schedule.
MONThLY MEETING SCHEDULE:
Chairman Petrocine recoimnends a monthly meeting to be held at 4:00
P.M.on the first Friday of each month beginning in May.
There being no further business, the meeting adjourned.

ESTIMATED COSTS NECESSARY TO PROVIDE ELECTRIC POWER TO
BIG ELK MEADOWS -FROM FISH CREEK
Build -A to B -5½miles @ $1.50/ft $43,560.00
Rebuild -A to G -1½miles @ $.50/ft 3,960.00
Build -C to H -3/4 mile @ $1.00/ft 3,960.00
Total Estimated Construction Costs $51,480.00
Plus Purchase of REA facilities (transformers +3.5 x yearly revenue)$50,470.53
10l,950.53
FROM HIGHWAY #36
Rebuild -F to C -5 miles @ $.75/ft $19,800.00
Build -C to D -2 miles @ $1.00/ft 10,560.00
Build or Purchase -D to E -3-3/4 miles @ $1.00/ft 19,800.00
Total Estimated Construction Costs $50,160.00
Plus Purchase of REA facilities (transformers +3.5 x yearly revenue)$50,470.53
$100,630.53
Present yearly revenue (119 houses @ REA Rates)$11,563.01
At l9.87 profit margin $2,289.48
The above are minimum construction costs;l07 to 207 should probably be added for
contingencies.
This still would give us a line only large enough to handle the present load.If
much additional development occured, the system would have to be three phased at
an additional $40,000.00 to $50,000.00.

Dear Mr.Wick:
Pete Hall probably has explained the telephone conversation that
he and I had on Thursday,April 6,1972.
The Town of Estes Park has no objection to Poudre Valley R.E.A.
assuming the territory that they have requested in Application No.
25599 with the following exception:that the western ½S3,T3N,
R72W 6th P.M.and the western ½S34,T4N,R72W 6th P.M.remain in
the Town’s service area. This would make a more logical boundary
as far as private property owners are concerned. Also, this would
create a boundary line between our two utilities close to a natural
physical barrier in the terrain west of Big Elk Meadows.
Sincerely,

Dear Mr.Deckers:
When Mr.Hall and I were in your offke on March 24th we told you that we
would forward you the statistics on our load at Big Elk Meadows. Our records
indicate there are 111 services. The total revenue is $11,563.01 and the
kilowatt hours sold is 408,218.It appears that the demand is about 300 KW.
We didn’t check to see the amount of our investment, but it is considerable.
If you have any questions about thk please write me or give me a call.
Yours truly,
on’v
