FALL RIVER STREET LIGHT QUESTIONNAIRE:
Director Dekker reported that forty questionn’aireswere mailed out to FallRiverpropertyownersandthirty—four were returned with twenty—one indicatingapreferencetoextendstreetlightsfromthejunctionofFallRiverRoadandHighway34toPark’s Pine Haven Lodge and not to the Town’slimitonFallRiverRoad.This will require five lights.An additionallightmaybeinstalledneartheroadtothegravelpit.Nine lights willberequiredtolighttheby-pass from Big Horn Drive to the Stanley Hotelentrance.The Committee recommends approval.
MARY’S LAKE SUBSTATION:
1.U.$.B.R.request for advance funds:
Director Dekker reported that a letter has been received from theBureauofReclamationrequestingadvancefundsintheamountof$750.00tocovercostsincurredwiththereviewandanalysisofthesubstationrequest.The letter specifies that Estes Park will furnish an environmentalassessmentreport.Also,the letter requests acceptanceoftermsandconditionsspecifiedbysigningtheletteragreementandreturnwithremittance.The Committee recommends approval.
2.Status of site purchase:
Director Dekker requested approval to submit an offer for the purchaseofatwoacretractoflandsuitableforlocationofthesubstation.Negotiation with the land owner will determine whether or not the offerwillleadtoanactualpurchase,a long term lease or the granting ofaneasement.The Committee recommends approval.
LINE TRUCK:
Director Dekker presented quotations on a line truck with trade as follows:
TEAGUE EQUIPMENT COMPANY -1976 Ford F-755 with 389-XD-V8 engine,AlteclineconstructionbodyModelSL—132—84,and Tel—e—lect Commander Model190—5—12,less trade of 1968 ford F—75O with Tel—e—lect captain derrickfor$30,854.00.
ELDER/QUINN &McGILL,INC.-1976 Ford F-755 with 389—XD-V8 engine,Pitman Pace Mate body Model PC 122 R-H1 and Pitman Polecat ModelPC8692derrick,less trade of 1968 Ford F—75O with Tel—e—lect captainderrickfor$29,924.14.
The Committee recommends accepting the Teague Equipment Company bid andspecifyingadieselengineifpurchasemaybemadefornotmorethan$2,000.00abovethecostofagasolineengine.

The Committee recommends accepting the bid for a Bronco 4 x 4 vehicle.
CONSUMER INFORMATION SERVICE:
Director Dekker presented information on material available from APPA fornewspaperadsandradiospotsencouragingefficientuseofelectricitybyconsumersandprovidingusefulenergyinformation.Annual costs were preparedfortheproposednewspaperads,radio spot announcements and a onetimemailingtoallLight&Power customers.After due consideration theCommitteerecommendsthefollowingmethodsofencouragingcustomerstoconserveenergy:
1.Energy message on postage meter.
2.Energy message on envelopes.
3.Energy message on posters.
4.Energy message on tape for customers placed on hold at telephone
switchboard.
INFORMATIONAL ITEMS:
1.P.U.C.ruling on rate increase —The rate increase was suspended and aratehearingisscheduledforFebruary3,1976.
2.Wind damage costs —The total cost to repair power lines damaged duringthehighwindsonNovember30wasabout$4,000.00
3.Glen Haven area telephone line rebuild —The Telephone Company planstorevampsomeoftheirlinesnearGlenHavenandhasrequestedpermissiontoattachtoapproximatelyonehundredLight&Power poles.Preparatory work including replacing eleven poles in order to handlebothlineswillcostapproximately$6,500.00.
4.Trencher —Quotations received on a trencher —backhoe with trailerrangefrom$17,581.30 to $28,225.98.First consideration will be toexploreamachinerentalbasis.A more accurate judgement on thefeasibilityofowningamachinecouldthenbemade.
5.P.R.P.A.report -
a.Windy Gap Water -The six city resolution regarding PRPA votingprivilegeswasreferredtotheWaterCommittee.The general opinionofmostoftheparticipatingcitiesseemstobethatPRPAshouldnothavevotingrights.
b.Loveland —Longmont transmission line route —As recommended byCOG,the transmission line will follow Larimer County Road 11 andWeldCountyRoad3,approximately one mile of the line near Longmontwillhavetobeplacedonprivateland.
