HomeMy WebLinkAboutMINUTES Light and Power Committee 1978-09-05fl RECORD OF PROCEEDINGS Light &Power Committee 1 September 5,1978 Committee Chairman Burgess,Trustees Houston and Swickard Attending:Charimn Burgess,Trustees Houston and Swickard Also Attending:Mayor Tregent,Town Administrator Hill,Director Dekker, Finance Officer Duncan 1979 BUDGET: The Committee again reviewed the preliminary draft of the 1979 budget and recommends no changes at this time. RULES &REGUlATIONS: Town Administrator Hill and Light &Power Director Dekker met with Attorney McEwan to discuss light and power rules and regulations currently filed with the PUC.The Attorney recommended not changing the basic rules and regulations until so directed by the PUC and will submit an ordinance proposing minor revisions to the “Discontinuance of Servic&’section of the Municipal Code. The Public Utilities Commission required that if utility deposits are collected, that they be collected for all new accounts.The Committee directed Finance Officer Duncan to submit data concerning past deposits at the next meeting for further consideration of deposit requirements. FHA WEAThERIZATION LOANS: Light &Power Director Dekker researched the FHA program regarding loans to customers to insulate their homes.The program requires the utility companies to carry out the various stages of the program such as participating in the application,inspecting all of the insulation work,paying the contractor for the work,and billing the customer for the loan on the monthly utility bills. The maximum loan allowed would be $1,500 and wouM only be available to customers who could not obtain financing elsewhere.The Committee recommends not participating in this program at this time. HIGH SCHOOL EMPLOYEE: The Committee recommends hiring at minimum wage a high school senior to work in the business office as a trainee for one semester. A.P.P.A.FINANCE OFFICER’S WORKSHOP: The Committee authorized Finance Officer Duncan to attend the A.P.P.A. workshop in Phoenix October 3rd through 5th. ENERGY AND MAN’S ENVIRONMENT: The Committee recommends pursuing the Energy and Man’s Environment program and will meet with the school board to discuss initiating it in the school program. RADIO BASE STATION: A proposal was received from Mr.Robert Heron,owner of the radio base station location,for the Town to lease the land for $500/year for five years with a five year option or to grade the access road four times each year in exchange for use of the land.The Committee tabled the matter for further study. cr RECORD OF PROCEEDINGS Light and Power Committee September 5,1978 Page 2 (Two) REPORTS: NARY’S LAKE SUBSTATION -A trial run of the new substation was held on August 29th with generally successful results. EMPLOYEE STATUS -A new journeyman lineman and groundman have been hired to replace recent employee vacancies. FREQUENCY RELAYS -are on order and will be installed by PRPA in approximately a month to six weeks at an estimated cost of $2,100. There being no further business,the meeting adjourned.
