February 7,1980
Committee:Chairman Burgess,Trustees Houston and Swickard
Attending:All
Also Attending:Mayor Tregent,Town Administrator Hill,Director
Dekker,Finance Office Duncan
TRANSMISSION FACILITIES TRANSFER AGREEMENT:
Light &Power Director Dekker reviewed with the Committee in greater
detail the proposed transmission facility transfer agreement in which
the ownership, operation and maintenance of all 115kV transmission
facilities would be transferred to Platte River Power Authority. It
was pointed out that under this agreement the costs of all capital im
provements would be shared by all cities rather than by the city it
benefits. It was felt bythe Committee that Estes Park’s existing and
projected transmission facility needs are not of the magnitude of the
other participating cities and, therefore, such a transfer agreement
would not be advantageous to the Town of Estes Park. The Committee
further felt that each city should handle its own capital improvements
but that leasing the transmission facilities to PRPA for operation and
maintenance was agreeable. The Committee recommends Mayor Tregent and
Director Dekker be directed to present these views to the PRPA Board.
VEHICLE PURCHASES:
The following bids were received for a one—ton four wheel drive truck:
Dallenbach Chevrolet K30 4x4 $8,586.62

and equipment resulting in a net vehicle purchase cost of approximately
$22,023.24.

The Committee reviewed proposals from Zerox,3M,and Toshiba for pur
chasing and lease—purchasing copy machines. The Committee recommends
another proposal be obtained from Savin prior to a final decision.

Light &Power Director Dekker requested that an additional part-time
warehouse employee be hired. He explained that additional help will be
needed to computerize the Light &Power Department inventory as well as
equiping the Light &Power crews on adaily basis. He suggested this
employee work 19 hours per week at $467 per month. The Committee recom
mends approval.

SNOW VEHICLE:
Access to powerlines and water treatment plants has proven extremely
difficult this winter as well as several winters in the past. The
Committee discussed purchasing a snow vehicle such as a Cushman
Trackster which also allows for transporting some equipment. The
Committee authorized Director Dekker to research and obtain immediately
a snow traveling vehicle and trailer which will serve all Town depart
ments.
REPORTS:
The Light &Power Department is still awaiting state approval of the
methane gas ventilation system.
Replacing the cement aprons on the east side of the Light &Power shop
which have settled would be quite extensive and cost approximately
$5,000.
There being no further business, the meeting adjourned.
