FIXED DISK FOR COMPUTER:
Finance Officer Duncan and Programmer Gerwing reported to the
Committee that there was a need for a new computer billing program
for the Light and Power Department.All the computer disks are
full and they are requesting a storage disk at a cost of $5,000.00,
additional hardware at $250.00 and the yearly maintenance expense
of $374.00.Light and Power Director Dekker reported that there
is $10,000.00 in the office equipment budget to cover these expenses.
The Committee recommends approval of the $5,624.00 computer billing
expenditure for the Light and Power Department.
LIGHT AND POWER SHOP SEPTIC TANK:
A letter dated January 17,1983,from the Colorado Department of
Health to the Larimer County Department of Health (with a copy to
the Town)states that the septic system from the Estes Park Light
and Power building is unacceptable as it now exists.Public Works
Director Widmer stated that the design was approved by Larimer
County when the shop was put in.The County recently applied to
the State for a variance on this septic system and was turned down.
Director Widmer stated that we have three alternatives (1)telling
the County that they gave us the septic system permit and there
isnt enough use to cause a problem;(2)connect to a sewer system
at a cost of approximately $44,000 plus dollars,or (3)put in some
type of tank.Director Widmer stated that he does not feel anything
has to be done immediately and it might be better to wait to see
what happens.The Committee recommends waiting until we are
officially notified by the County that the septic system at the
shop is not acceptable as it now exists.
REQUEST FOR PERMIT -FOOTHILLS COMMUNICATION:
A letter dated January 12,1983,was received from Mr.Jack Yeckel,
Foothills Communication,requesting the issuance of a cable TV
permit.Town Administrator Dale Hill stated that he had acknowledged
receipt of the letter and had referred the legal ramifications of
another permit to our attorney.Attorney Greg White will have an
opinion ready by the next Light and Power meeting in March and
Administrator Hill has so informed Mr.Yeckel.
HOUSE BILL 1218 -POLE RENTAL:
Director Dekker reported that there is currently legislation pending
regarding the rate control for pole rentals.This Bill would exempt
municipalities,but Director Dekker stated that this legislation
should be watched to be certain that municipalities are exempted.

ESTES PARK CABLE TV REPORT:
Mr.John Kenmeir reported that Estes Park Cable TV now has 19
channels on the base service and he feels they will be in compliance
with the permit by March 1,1983.Mr.Kenmeir also reported that
the quality of picture is being monitored by a consulting firm in
Denver and the Town will receive a copy of this report.The local
access equipment will be installed in the High School.A portion
of the audio override equipment has arrived and will be installed
as soon as possible.
DEMAND CONTROLLERS:
Director Dekker reported that automatic demand controllers for
residences are cost and energy effective.At present,they cost
$1,000.00 to $1,200.00 to purchase and install.Director Dekker
reported that WAPA can cut energy allotments to municipalities who
cannot prove that they are trying to conserve energy.Director
Dekker stated that Longmont and some other municipalities in the
area are purchasing demand controllers in quanitity and then selling
them to their customers at cost.The Town could purchase the
controllers for approximately $300.00 and save $300.00 for the
customer.The customer would then work with his own electrician
regarding the cost for installation.Director Dekker also stated
that there is some legislation now pending to drop demand rates.
Director Dekker would like to see what happens with this legislation,
and if it does not pass,he would like to get proposals on the demand
controllers.The Committee recommends that Director Dekker get
cost proposals for the demand controllers and talk to the electricians
in Town to explain what we are trying to do.
CAPACITORS AND MAPPING:
Director Dekker requested an opportunity to receive proposals for
consulting services regarding capacitor placement and system mapping.
(Capacitors increase system efficiency by improving the “power factor”.)
It will cost between $12,000-$l5,000 to engineer capacitor placement
and get started on mapping the electric system,which also would
include training some of our people to do the mapping.The Committee
recommends that Director Dekker get the proposals and report back
to the Committee next month.
REPORTS:
North American Hydro/Warzyn has executed the contract with the Town
for the Cascade Dam and Hydro Plant.
Three employees of the Light and Power Department will be attending
meter school at Colorado State University.
