ESTES PARK CABLE TV COMPANY:
Mr.John Kenmeir called to say that he could not be at the meeting
as planned.It appears that it may be approximately two weeks before
the County and Cable Systems,Inc.will be able to reach a mutually
acceptable agreement.The sale of the Estes Park Cable TV Company
to Cable Systems,Inc.will be contingent upon this agreement.
LIGHT AND POWER RULES AND REGULATIONS:
Director Dekker reported that a light and power customer who owns two
properties in Town is currently in arrears on one of his electric
bills.Apparently a renter in the property did not pay his bill and
left Town.The service to the property was shut off.A new renter
came into our offices and paid all the required fees and we turned
the service back on.Direct2r Dekker stated that we cannot collect
the old bill from the roVowner,and he would like to amend the
Municipal Code and Application to state that if you are on our electric
system,you are responsible for all the accounts for property you own.
Mr.Bill McEwan,Rate Attorney,could draw up the ordinance to amend
the Code.The Committee recommends approval of the request to amend
the Municipal Code.
Director Dekker reported that House Bill 1283 states that electric
utilities must provide an orderly hearing and complaint procedure for
their customers.Director Dekker requested authorization to work with
Gorsuch-Kirgis to draft this procedure.He also requested that the
Town staff be authorized to review our Rules and Regulations and make
any necessary changes.The Committee recommends approval of these
requests -
HYDRO PLANT DISCUSSION:
Mr.Bill Harris,North American Hydro,reviewed his letter of May 12,
1983,regarding the feasibility of replacing the Cascade Dam.The
computerized hydro plant with the concrete dam would cost the Town
approximately $350-$375,000.Town Administrator Hill stated that he,
Bill Harris and Director Dekker needed to make a trip to the Federal
Emergency Management Agency offices to find out about the funding.
Administrator Hill stated that the Town has three alternatives:
1.Build the dam back,exactly as it was.Resolve
the minimum flow concern.Attorney Greg White can
answer any concerns on storage rights.
2.Not build in the Park but build in another location.
3.Take the flexible funding.
After the meeting with FEMA,the Town staff will be able to make a
recommendation to the Committee.A lengthy discussion followed.The
Committee recommends that Administrator Hill,Director Dekker and Bill
Harris meet with FEMA and report back to the Committee.

Mr.Bill Harris also presented the Olympus Hydroelectric Alternative
Feasibility Study to the Committee for their review.Mr.Harris stated
that the Olumpus Dam project would be a cost effective project and
if the Town were not interested in proceeding with it,the private
sector may want to look at it.
1984 BUDGET REVIEWED:
The Committee reviewed the 1984 Light and Power Department budget and
will take it under advisement.Director Dekker stated that the Light
and Power Department would like to hire three new employees.A new
lineman and a groundman to support him,and an engineer who would not
be added until mid-year 1984.Total cost for the new employees would
be approximately $77,500.00 which would include fringe benefits.The
Committee directed this request be added to the 1984 Light and Power
preliminary budget.
REPORTS:
Power has been supplied to Eagles Landing.The Pine Knoll apartments
will need power soon.Windcliff Estates 5th Filing will have all power
installations completed this month.
There being no further business,the meeting adjourned.
