CABLE SYSTEMS,INC.-REQUEST FOR RATE INCREASE:
Mr.Gene Smith,Mr.Ken Anderson and Mr.Steve Anderson presented
a request for an approximate 30 percent rate increase for Cable
Systems,Inc.Mr.Smith explained that the 30 percent increase
was needed to help meet their current operating expenses.The
system is currently losing money at approximately $15,000.00 per
month.The increase will not meet their operating revenues until
the company can acquire between 200—300 more customers.Mr.
Smith stated he felt the system would need to be subsidized for
at least two and one—half more years.With regard to defi
ciencies,Mr.Smith stated that Cable Systems,Inc.was working
with Mr.Lienemann to install cable TV to Fall River Estates.
The local origination channel at the high school will be in
stalled when the equipment is received early next week.Channel
9 “interference”will be corrected when the weather permits work
crews to reach the dish antenna located on Prospect Mountain.A
discussion period followed.Administrator Hill reported that the
Town Auditor had reviewed the rate increase proposal and stated
the proposal was consistent with the projected operating costs
for 1984.The Committee recommends the request for a rate
increase be approved.
DULCIMER SOCIETY AND ASPENFEST -PARKING LOT ELECTRIC FEES:
Mr.Jay Grooters,representing the Aspenfest Committee,and Mr.
Rick Hicks,representing the Dulcimer Festival,appeared to
request a daily use fee for parking lot number one rather than
the $120.00 fee previously approved by the Council.They also
requested the Committee investigate the feasibility of installing
electricity to the center of parking lot number one.(The
original request was for electricity at the north and south ends
of the lot an an approximate cost of $1,190.00.)Director Dekker
stated that it would cost the Town approximately $500.00-$750.00
more to install the electricity to the center of the parking lot,
eliminating the installation of electricity to the south end.A
lengthy discussion followed.The Committee recommends electric
ity be installed at the north and center portion of parking lot
number one at an approximate cost of $2,000.00.The Committee
also recommends users of parking lot number one be charged $25.00
per day,which will be discontinued when the General Fund has
recaptured the approximate $2,000.00 cost for installation.
STREET LIGHT REQUESTS:
In a letter dated April 24,1984,Police Chief Robert Ault agreed
with a request that a street light be installed at the inter
section of Dry Gulch Road and Highway 34 for safety reasons.The
Committee recommends approval of the request.
A request was received to install a street light at East Side
Foodstore.The Committee recommends the Light and Power Depart
ment do a study of street lights in this area.

COMPUTER STUDY PROPOSAL -CY WOOD:
In a letter dated April 18,1984,Mr.Cyrus Wood submitted a
proposal to perform a computer requirements study for the Light
and Power Department.The Committee recommends the Town work
with National Cash Register representatives to see if they can
perform this service.
BACKHOE COMPRESSOR TRUCK PROPOSAL:
Director Dekker stated that the Light and Power Department has
budgeted funds to purchase an air compressor,backhoe and truck.
Director Dekker requested authorization to investigate the
purchase of a demonstrator Unimog U—900 Tractor,with backhoe and
air compressor accessories,at an approximate cost of $65,000.00.
The Unimog would allow the Light and Power Department to purchase
one piece of equipment,with accessories,rather than three
pieces of equipment.The Unimog is a demonstrator but would be
sold with a new warranty,saving the Town $20,000.00 over the
price of a new unit.The Committee recommends the Light and
Power Department investigate the Unimog,and if it proves to be
cost effective,to purchase the demonstrator.
FUTUPE MEETINGS:
The Committee recommends the meeting time for the Light and Power
Committee be changed to 2:00 pm.the first Thursday of each
month rather than 3:00 p.m..
REPORTS:
The National Park Service has not given the Town an answer
regarding the replacement of Cascade Dam.
The Town has applied for a licence with the Federal Energy
Regulatory Agency to install a 75-kilowatt hydro unit at Olympus
Dam.
Rawhide Power Plant is on line.The Platte River Power Authority
Board is in the process of hiring a new manager.The decision
should be made within two weeks,with the new manager to start
around the middle of June.
The Elkhorn Avenue street lighting project is going well.The
lights should be in by the middle of May and hooked up by the
first of June.
Ms.Janet Bender—Keigley,of Colorado Energy &Man’s Environment,
wrote to thank the Town for their support of their Energy Educa
tion Programs.It costs the town approximately $.15 per residen
tial meter per year to participate in this program.
