HomeMy WebLinkAboutMINUTES Light and Power Committee 1985-02-13BRADFORD PUBLISHING CO.RECORD OF PROCEEDINGS I Light and Power Committee February 13,1985 Committee:Chairman Graves,Trustees Brown and Laing Attending:Chairman Graves,Trustee Laing Also Attending:Town Administrator Hill,Light and Power Director Dekker,Finance Officer Vavra,Clerk 0’Connor Absent:Trustee Brown FALL RIVER HYDRO FACILITIES: Director Dekker presented a letter dated January 25,1985 submit ted by North American Hydro,Inc.regarding the Cascade Dam/Fall River Hydro Facilities and the Olympus Dam Project.North American Hydro has been active in analyzing cost figures on the Cascade Dam and Fall River Hydro Facilities in terms of its ultimate long-term rehabilitation and operation feasibility with the Town.With regard to the preliminary permit filed by the Town through the Federal Emergency Regulatory Commission for the Olympus Water Power Project,North American Hydro advised the Town of the specified “comment dates”by which a competing interest must file their competing application for a preliminary permit for the proposed project. A copy of a letter dated January 30,1985 written by Leonard A. Boulas,Division of Disaster Emergency Services to the Platte River Power Authority was also presented.Mr.Boulas expressed the State’s opinion regarding replacement power for the Fall River Hydro Plant.The Federal Emergency Management Agency has been in contact with the Western Area Power Administration and the Town is currently awaiting further information. Finance Officer Vavra submitted a list of funding options through the Federal Emergency Management Agency for the Committee’s review. PROPERTY ACQUISITION -LIGHT AND POWEP SERVICE BUILDING: Director Dekker advised the Committee two properties have been offered to the Town for the construction of an additional Light and Power Service Building.One piece of property contains .9 acres with a selling price of $140,000.Preparation costs for the new building and salvage of existing buildings on the site creates an estimate total selling price of $165,000.The other piece of property contains 1.4 acres,its selling price is $135,000 plus the Town-owned portion of Lot 22,Block 10,Second Amended Plat.Preparation costs and building salvage creates an estimated total selling price of $215,000.The Town also owns additional,vacant property near the landfill;this property could also support the additional Light and Power Service Build ing.Following discussion,the Committee recommends taking an “on—site”field trip to the various properties in question in an effort to fully evaluate all available options. ADDITIONAL OFFICE SPACE -MUNICIPAL BUILDING: Light and Power Director Dekker advised the Committee,additional office space is needed for the Light and Power Department.An estimate for remodeling the east wing of the Municipal Building BRADFORD PUBLISHING CO.,DENVER R E C 0 R D 0 F P R 0 C E E D I N G S Light and Power Committee -February 13,1985 -Page two is $58.50/square ft.;adding 1,200 square feet and including furnishings,an estimated expenditure is $85,200.Another option would be to add a second story to the east wing;adding 2,400 square feet.Including furnishings,the estimated expenditure is $155,000.Administrator Hill advised Larimer County is presently working on a plan for all Larimer County Offices located in Estes Park.Discussion followed with the Committee recommending this item be reviewed by the Public Works Committee and also that a meeting be arranged between the Town and Larimer County to explore the feasibility of remodeling the Municipal Building. MAILING LABELS/LISTS -REVIEW POLICY: The Committee reviewed existing policy regarding mailing labels supplied by the Finance Office.Current policy assesses a mailing label fee of $30.00 for local,non-profit community groups;$167.00 for the private sector.Requests have also been received for mailing lists.The Committee recommends retaining the private sector fee of $167.00 and amending the fee of $30.00 on mailing labels for non-profit groups to include mailing lists with the fee to he calculated on an “out—of—pocket”expense. REPORTS: The Committee reviewed a recap of telephone contacts for the month of January regarding discontinuance of electric service which revealed a total of 39 telephone calls actually placed,9 notification slips placed on the premises,and 1 shut—off. To date,the Light and Power Department has assisted in 81 water thawing jobs.Labor expense is anticipated to reach $10,000 in the Light and Power Department. Researching the possibility of adding the Light and Power Depart ment inventory to the main—frame computer is underway.Further information will be forthcoming.
